I. Regular Meeting

            A.Roll Call

The Board of Education of Wesclin Community School District # 3, Clinton and St. Clair Counties, Illinois, met in a regular session on Monday, the 15th day of March 2021, at the hour of 6:00 p.m., at the Wesclin High School in said district.

At the above-named time and place there were present the following officers and members of the Board:

            B. Approval of Minutes

Minutes of the previous regular meeting and of the executive session of February 22, 2021 were approved on a motion by Tina Litteken seconded by Jeff Stroot.

            C. District Finances

Motion made by Tina Litteken seconded by Connie Elmore to approve The Treasurer's Report and payment of payroll in the amount of $789,857.68 and bills in the amount of $550,024.06.

Vote: Connie Elmore-aye, Matt Fridley-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Jeff Stroot-aye, Stacy Wellen-aye. Motion passes 7-0

            D. Agenda modification

Motion made by Tina Litteken seconded by Jeff Stroot to approve agenda as presented.

Superintendent Report

Last Day of School – As of right now our last day of school is Tuesday, May 25, 20201. We still have three days available that can be taken as emergency days. We will approve the final calendar next month.

Dual Credit/Dual Enrollment – A description of what we offer and the number of college credits earned. You can compare our numbers with the other students taking dual credit classes in our cooperative.

Coronavirus Update - New Guidance from ISBE – On March 4 new guidance came from ISBE. Instructional guidelines are still the same. In the Cafeteria we can have 50+ people socially distanced at 6’ apart. In the gym we can have 50+ socially distanced at 6’ apart. If an employee is fully vaccinated no quarantine is needed if the employee becomes a close contact. When visitors visit our school, temps do not need to be taken, only self-screen sheets filled out and received from visitor.

                  Athletics

Football – 20% capacity of the facility for visitors. We will monitor the first game and may need to make adjustments. We only need to collect the self screen form. Visitors will still need to mask. Concessions are pre-packaged foods only. Four tickets per player will be allowed for our Wesclin players and 2 tickets per player for the visiting team.

           Soccer – 20% capacity of facility. Will monitor our visitors and set up distancing accordingly.

           Volleyball – 50 visitor capacity, 6’ apart distanced, masked. Only parents can attend the games.

           Entrance Fees – We will not be charging admission fees to our athletic games.

      End of Year Activities

Prom – outside WHS parking lot prom, 5-8pm, April 24. There will be tables of 10 and students must stay in their groups of 10. The event will be catered with Chick Fila box meals, the attire is both formal and informal for Wesclin students only. There will not be a charge to attend prom.

Graduation – May 23, 2pm on the football field. This will be a full class graduation. Tickets will be limited for guests to attend.

Top 10% Banquet – this will not be a joint event with other high schools as it has been in past years. It will be held at the high school for the Wesclin students only.

Other Events – NHS Induction ceremony will allow 1 parent to attend; Pride of the Tribe will be a slide show presentation similar to last year’s event. Homecoming court will be honored at the 2nd home football game. WMS will have separate award nights for each grade level.

Principals’ Report

                        WHS – That to the band and choir for their wonderful concerts. Athletics are going ahead with a shortened schedule but going smoothly. Testing will start next month. Congratulations to Justin Mumford for being named to the IHSA All State Academic team. ACES placed 3rd in State.

                        WMS – Band and Choir are still working on their concerts. Testing is going on this week and is going fairly well with minor hiccups. Girls bowling is going to a state meet this Saturday.

                        NB – More students are returning from remote to in-person learning. Thank you to Mrs. Woll for bringing to our district the information for the Southwestern Career and Technical Education grant. We had several teachers apply and win.

                        TE – Read Across America was very successful and fun. We had 4 students return from remote learning to in-person learning.

II. Public Comments:

III. Celebration of Success

Congratulations to Emma Bohn for placing first at the District FFA Proficiency awards in Diversified Livestock. She is now in the top 5 in the state and will compete for a state title.

Congratulations to the Wesclin Scholar Bowl Team who placed 2nd in the Scholar Bowl Regional.

Thank you to Angie Klein, Megan Kehrer, Jean Heier, and Carla Richter for organizing such a fun and successful Read Across America celebration and book fair!

Thanks to the title staff at New Baden Elementary for organizing dress up days and activities for Read Across America week.  We had wonderful participation and a good time was had by all. Special thanks to all of our guest readers throughout the week that included Mrs. Filyaw, Mr. Freeze, Various Teachers and Staff, and some parents via Remote. Thanks to all that helped with the week!

Congratulations to the following individuals who were awarded a grant from the Southwestern Illinois CTE System to implement various STEM activities in their classroom:  Christy Josias, Tammy Diercks, Tammy Kreke, Sara Beer, Deb Becker, Andrea Junge and Dana Haag.

IV. Items Requiring Board of Education Action

A. Adopt 2021-2022 School Calendar

Motion by Tina Litteken seconded by Stacy Wellen to approve the 2021-2022 school calendar.

B. Health Life Safety Improvements HVAC Replacement

Motion by Stacy Wellen seconded by Tina Litteken to approve the contract with Langhauser Sheet Metal for $260,500 (and alternate #1 for $30,560.00) to complete the Health Life Safety Improvements/ HVAC replacement at Wesclin Middle School.

Vote: Connie Elmore-aye, Matt Fridley-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Jeff Stroot-aye, Stacy Wellen-aye. Motion passes 7-0

C. Vehicle Purchase

Motion by Tina Litteken seconded by Stacy Wellen to approve the purchase of a used Blue Bird bus from Southern Bus and Mobility for $51,000 + fees.

D. Destruction of Verbatim Recordings

Motion by Tina Litteken seconded by Paul Josias to approve the destruction of verbatim recordings from September 2018-August 2019.

E. KC College Now Memorandum of Understanding

Motion by Tina Litteken seconded by Stacy Wellen to approve the Memorandum of Understanding between Kaskaskia College and Wesclin Unit School District #3 for KC College Now.

Roll Call Vote: Connie Elmore-aye, Matt Fridley-no, Aaron Hoerchler-aye, Paul Josias-no, Tina Litteken-aye, Jeff Stroot-no, Stacy Wellen-aye. Motion passes 4-3

F. Consent Agenda

                  a. Hire

                        i. Doug Gruenke – high school soccer coach.

                  b. Leave

                        i. Leave without pay for a full day for Cindy Hagen

                        ii. Leave without pay for half day for Cathy Powers.

Motion by Tina Litteken seconded by Connie Elmore to move into closed session for the purposes of considering the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the Board or legal counsel for the Board, including hearing testimony on a complaint lodged against an employee of the Board or against legal counsel for the Board to determine its validity pursuant to Section 2©(1) of the Open Meetings Act. 7:42 p.m.)
