City of Centralia City Council met Oct. 12.

Here are the minutes provided by the council:

This meeting was conducted and attended as a full hybrid meeting. The City Council for Centralia, Illinois met in person with a video conference option for the public at the Kaskaskia College, Harry L. Crisp Center. Mayor Kuder called the meeting to order at 6:00 p.m.

ROLL CALL

Present: Mayor Kuder, Councilman Castellari, Councilman Smith, Councilman Griffin, & Councilman Jackson Absent: None

Staff Members Participating Physically at City Hall: Scott Randall, City Manager; Derek Sherman, Assistant City Manager/Economic Development Director; Gayla Harting, Community Development Director; Jeff Schwartz; Public Works Director; Michelle Liggett, Finance Director; Sgt. Whritenour, Police Department; John Lynch Fire Department; Bill Agee, City Treasurer; William Smith, City Attorney; and Kim Enke, City Clerk

Staff Members Participating Electronically: None

PRAYER & PLEDGE OF ALLEGIANCE

Mayor Kuder led the Pledge of Allegiance and Councilman Castellari led the prayer.

AMENDMENTS AND/OR ADDITIONS TO AGENDA

Mayor Kuder noted that during public participation, a proclamation for Manufacturing Month would also be presented.

PUBLIC PARTICIPATION

Mayor Kuder and the Council Members presented the Manufacturing Month Proclamation to Kaskaskia College President George Evans and the Kaskaskia College Board of Trustees. The Women In Business Week Proclamation was presented to the Centralia Business and Professional Women(BPW) organization. Mayor Kuder also noted that the Equal Pay Day Proclamation would be presented by Councilman Smith at the BPW Equal Payday Rally on October 23rd.

Tim Snyder addressed the Council stating that he has not heard anything from the City in regard to his concern that he had presented at the last meeting about the no parking zone that the Council had approved previously. He stated that he would like to know if the City Council will be acting on it. He stated that he was not expecting action at the last meeting but now he would like to know since there is nothing on the agenda, if it will be considered. City Manager Randall stated that the staff has looked at the available options in that area and unfortunately due to the narrow width and necessity for a fire lane, the staff is not recommending a change to the ordinance. Mr. Snyder suggested that the City use eminent domain to purchase lots from the bank building to alleviate some of the stress. City Manager Randall stated that it is not something that has been reviewed but could be.

CONSENT AGENDA

A motion was made by Councilman Smith and seconded by Councilman Castellari to Approve Items 1-5 of the Consent Agenda.

1. Approval Of The Minutes Of The September 27, 2021 City Council Meeting

2. Approval Of The Minutes Of The September 30, 2021 Public Hearing

3. Approval Of Payrolls And Vouchers In The Amount Of $529,854.66

4. A Resolution Confirming Appointments of Certain Individuals to Various Boards and Commissions of the City of Centralia

5. A Resolution Approving the Temporary Closure Of N. Maple For A Family Event At Laura Leake Park On October 22nd

Ayes: Councilman Castellari, Councilman Smith, Councilman Griffin, Councilman Jackson, and Mayor Kuder

A majority of the Council voting aye, the motion carried.

ORDINANCES

City Manager Randall stated that this line of credit that is being considered for renewal has been available since 2012 and to his knowledge it has not been used. He stated that at the cost of $28 per year, it is low cost option to the City to access funds in a financial emergency. A motion was made by Councilman Griffin and seconded by Councilman Castellari to Approve An Ordinance Renewing a Line of Credit with Midland States Bank.

Ayes: Councilman Castellari, Councilman Smith, Councilman Griffin, Councilman Jackson, and Mayor Kuder Nays: None

A majority of the Council voting aye, the motion carried.

RESOLUTIONS

City Manager Randall explained that the City had previously approved streets to be resurfaced and this is an agreement providing for engineering services prior to the oil and chip program for the 2022 street maintenance program. Councilman Castellari questioned the rate chart and asked how the fees were charged. City Manager Randall stated that there was rate sheet included and the contract provided provisions. Director Schwartz stated contract included hourly rates as included with the contract and this was a typical IDOT contract for the MFT program. He also confirmed that this was the 3rd year that Gonzalez had performed these services for the City of Centralia. A motion was made by Councilman Smith and seconded by Councilman Jackson to Approve A Resolution Approving An Agreement with Gonzalez Companies, LLC. to Perform Preliminary Engineering and Engineering Inspection Services for the 2022 Motor Fuel Tax (MFT) Street Maintenance Program.

Ayes: Councilman Castellari, Councilman Smith, Councilman Griffin, Councilman Jackson, and Mayor Kuder Nays: None

A majority of the Council voting aye, the motion carried.

REPORTS

City Clerk Enke thanked Kaskaskia College for the invitation to hold the Council meeting at the Crisp Center. She thanked the staff that helped coordinate the evening and for their hospitality. She also reported that the City Wide Clean Up will be conducted by the City Street Crews for residents. Items may be placed at the curb the week of October 18th through 22nd and will be collected on their normal trash day. Also leaf vacuuming services will be beginning October 25th.

City Treasurer Agee reported that the work on the budget is continuing. He stated that they are almost through the first meetings with department heads and they are right on schedule to present the budget.

City Manager Randall stated that the 2022 budget preparation is on target to deliver the budget recommendations to the Council no later than November 8th. He also reported that the Board of Fire and Police Commissioners completed their final list of police officer candidates. He stated that it has been approved and posted and they expect to fill 4 or 5 vacancies from the list. He stated that there are 5 slots reserved for the new hires at the January police academy with the intention to be fully staffed in the middle of 2022.

Councilman Castellari noted that he in looking forward to the review of the budget for the coming year.

The Council congratulated and thanked Gayla Harting and City staff for organizing the recent and successful Celebrate Centralia event held downtown. Mayor Kuder suggested that moving and expanding the space used for the event be considered next year to allow for the growth that has taken place

Each of the Councilman thanked the Kaskaskia College Board and President Evans for inviting the City Council to hold the meeting at their facility in addition to the tour of the facility. Mayor Kuder discussed the level of education and minimal cost to students who choose to attend Kaskaskia College.

Councilman Jackson responded to Mr. Snyder stating that his concern has not been forgotten and it will be discussed further with the City Manager to determine what options are available.

ADJOURNMENT

A motion was made by Councilman Smith and seconded by Councilman Griffin To Adjourn The Meeting To Closed Session Under 5 ILCS 120/2(C)(2) Collective Negotiating Matters Between The Public Body And Its Employees Or Their Representatives, Or Deliberations Concerning Salary Schedules For One Or More Classes Of Employees.

Ayes: Councilman Castellari, Councilman Smith, Councilman Griffin, Councilman Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried, and the meeting was adjourned at 6:25 p.m.
