Wesclin Community Unit School District #3 Board met Dec. 13.

Here are the minutes provided by the board:

Monday, the 13th day of December 2021, at the hour of 6:00 p.m., at the Wesclin High School in said district.

At the above-named time and place there were present the following officers and members of the Board:

A quorum of the Board members being present, the current president called the meeting to order and declared the Board to be in session for the transaction of business.

B. Approval of Minutes

Minutes of the previous regular meeting and of the executive session of November 15, 2021 were approved on a motion by Paul Josias seconded by Jeff Stroot.

Vote: Connie Elmore-aye, Matt Fridley-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Zach Peters-aye, Jeff Stroot-aye. Motion passes 7-0

C. District Finances

Motion made by Paul Josias seconded by Connie Elmore to approve The Treasurer's Report and payment of payroll in the amount of $867,117.38 and bills in the amount of $831,498.89.

Vote: Connie Elmore-aye, Matt Fridley-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Zach Peters-aye, Jeff Stroot-aye. Motion passes 7-0

D. Agenda modification

Motion made by Jeff Stroot seconded by Paul Josias to approve agenda as presented.

E. Superintendent Report

2021-2022 Learning Plan/COVID Update – There are no changes to the learning plan. Our number of positive cases have increased significantly during the last two weeks. Our test to stay program provides close contacts to remain in school with negative results.

Policy Meeting – we will meet in January to review board policies.

January Board Meeting – Tuesday, January 18 at 6:00 pm

Stadium Project – We are investigating the cost of adding a bathroom and concession structure to our outdoor facilities. We are also looking into possibilities of turfing the football field, but that is low priority and will be a separate project.

Nurse Rita has returned to help us out 3 days a week with our “test to stay” program.

There are been incidents of vandalism in a boys bathroom. We have closed off this bathroom and are trying to pinpoint the ones that are to blame for the vandalism.

Phones are still a problem in the district. The phone system has reached its “end of life”. QNS has submitted a proposal for $70k

F. Principals’ Report – TE, our 3rd graders went on a field trip to McKendree to watch a concert. This is their first field trip since they were in kindergarten. They were extremely well behaved and enjoyed the concert very much.

NB – Haizon Hinkle was the student of the month for November. Bus drivers have been amazing during some times of shortages and making sure all routes are covered.

WMS – Can Food drive and Penny war brought in 5000 can plus $675 and the Penny war brought in $2,000! STUCO students went to Walmart to purchase gifts for local families for Christmas. Chloe Atwood received 2nd place in the Patriot Pen Contest.

WHS – Exams begin Thursday and Friday. The senior citizen drive through was a success. The band played outside while the patrons drove through and honor society and student council students greeted the guests in the drive.

Special Services – we have had several families move into district recently and all is going well with the adjustments that brings.

Illinois Principals Association held an awards banquet for recepients for the 2020 and 2021 school years. The following were honorees from our district: KasKaskia Region Outstanding Superintendent Award-Jennifer Filyaw; Kaskaskia Egional James Rupert Lifetime Achievement Award – Rita Wuebbels, NASSP High School Principal of the year – John Isenhower; Herman Graves Award/Outgoing Region Director – Roger Freeze.

II. Public Comments:

A. Jodie Yarber stated that there have been many basketball games that she has attended and spectators are not asked to wear masks, even when Administrators are speaking to maskless spectators, they are not asked to mask. It is in our Learning Plan that masks are to be worn 100% for all sporting events by all people in the school buildings. Students are treated like prisoners and are stuck wearing the masks simply so that we can play sports and yet it is not enforced at these sporting events.

B. Dustin Biggs understands that it is beyond our control to police the masking of everyone. He is wondering if we are looking into fighting the mask mandate and allow the district optional masking.

III. Celebration of Success

A. Congratulations to Julie Boeckman for being awarded the Touchstone Energy Grant. She will be given $500 to implement a project that she proposed.

B. The following students will attend the meeting to be honored for their ILMEA (Illinois Music Education Association) accomplishments: Daniel Bretz, Briana Wessel, Callie Ferguson, Emma Page, Sammi Jones, Katie Doll, Meghan Gilbert

C. Congratulations to Sammi Jones and Katie Doll for being selected to the ILMEA All State Honors Chorus. This is quite an accomplishment for these students and our school.

D. Congratulations to Keira Bailey for being chosen the winner in the People's Choice category for 3rd-5th grade in the St. Louis Dairy Council's Holiday Card Contest. Lucy Mottola received the Farmers Choice award.

E. Congratulations to our music department for their outstanding Christmas performances.

F. Congratulations to the following students who were named 2022 Illinois State Scholars, Choloe Brede, Ian Henderson, Sammi Jones, Kya Kernodle, Elizabeth Krausz, Alanna Stewart, Justin Weihe, Xavier White

IV. Items Requiring Board of Education Action

A. Adopt the 2021 Certificate of Tax Levy

Motion by Paul Josias seconded by Connie Elmore to approve the adoption of the 2021 Certificate of Tax Levy.

Vote: Connie Elmore-aye, Matt Fridley-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Zach Peters-aye, Jeff Stroot-aye. Motion passes 7-0

B. Middle School Dishwasher

Motion by Paul Josias seconded by Zach Peters to approve the replacement of the middle school dishwasher for $9,035.

Vote: Connie Elmore-aye, Matt Fridley-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Zach Peters-aye, Jeff Stroot-aye. Motion passes 7-0

C. Liability Insurance with Additional Cyber Security Coverage

Motion by Connie Elmore seconded by Zach Peters to approve the renewal for Liability Insurance with ICRMT with the additional cyber security coverage.

Vote: Connie Elmore-aye, Matt Fridley-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Zach Peters-aye, Jeff Stroot-aye. Motion passes 7-0

D. Workers Compensation Insurance for Calendar Year 2022

Motion by Connie Elmore seconded by Paul Josias to accept the Illinois Public Risk Fund proposal for workers’ compensation insurance.

Vote: Connie Elmore-aye, Matt Fridley-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Zach Peters-aye, Jeff Stroot-aye. Motion passes 7-0

E. High School Activity Account Additions

Motion by Connie Elmore seconded by Zach Peters to approve adding the scholarship, social work and robotics team accounts to the high school activity fund.

Vote: Connie Elmore-aye, Matt Fridley-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Zach Peters-aye, Jeff Stroot-aye. Motion passes 7-0

F. 2021-2022 Learning Plan – No changes and no recommendation. There will be a status hearing in Sangamon County on December 15 for masking optional.

G. Outdoor Restroom/Concession Design

Motion by Zach Peters seconded by Paul Josias to engage our architect to perform work to determine location, size and cost of an outdoor concession/restroom facility.

H. Consent Agenda

Motion by Paul Josias seconded by Jeff Stroot to

a. Hire:

i. Mary Deterding – 5/6 volleyball coach.

ii. Layne Elsing – PALS worker.

b. Leave of Absence:

i. Amanda Petroski – Leave of absence for the remainder of this year for personal reasons.

c. Retirement:

i. Jeffrey Bassler – At the conclusion of the 2025-2026 school year.

d. Resignation:

i. Lori Brandmeyer – teacher aide at Trenton Elementary effective immediately

I. Closed Session for the purposes of discussing appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the Board or legal counsel for the Board, including hearing testimony on a complaint lodged against an employee of the Board or against legal counsel for the Board to determine its validity pursuant to Section 2©(1) of the Open Meetings Act.

Motion by Paul Josias seconded by Jeff Stroot to move into closed session for the purposes of considering the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the Board or legal counsel for the Board, including hearing testimony on a complaint lodged against an employee of the Board or against legal counsel for the Board to determine its validity pursuant to Section 2©(1) of the Open Meetings Act. 6:50 p.m.)

J. Non-Certified Employees – Minimum Wage Increase

Motion by Paul Josias seconded by Jeff Stroot to increase all non-certified employees $1.00 beginning January 1, 2022. This includes the starting rate and substitute rate for all hourly positions.

Vote: Connie Elmore-abstain, Matt Fridley-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Zach Peters-aye, Jeff Stroot-aye. Motion passes 6-0-1

K. Memorandum of Understanding Between Wesclin Board of Education and Wesclin Educational Support Personnel

Motion by Paul Josias seconded by Zack Peters to approve the MOU regarding when an aide substitutes as a classroom teacher.

Vote: Connie Elmore-aye, Matt Fridley-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Zach Peters-aye, Jeff Stroot-aye. Motion passes 7-0

VI. Adjournment:

It was moved by Paul Josias seconded by Connie Elmore that the meeting be adjourned. Meeting was adjourned at 7:15 p.m.
