Public Participation Applicant Comments: Lori and Dean Brandt regarding dogs running loose in town.

Other Business:

1. ***A motion to accept the minutes from the April 7, 2022 meeting.

2. ** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills and process payroll.

New Business:

1. Finance/City Clerk – Dwayne Gerl – A motion to approve an agreement with ArchiveSocial for an annual cost of $2,988 and authorize the Mayor to sign the agreement.

2. Finance/City Clerk – Dwayne Gerl – A motion to approve an Ordinance establishing July 1 as the renewal date for the following annual licenses: tobacco, video gaming, liquor, coin op, food truck and music box.

3. Finance/City Clerk – Dwayne Gerl - A motion to adopt an Ordinance, “Year Ending April 30, 2022 Budget Amendments” for the City of Litchfield.

4. Streets – Kassidy Paine – Discussion with possible action regarding Hometown Treats N-Eats - Penny Werner’s request for a handicap parking space on N. State Street.

5. Streets – Kassidy Paine – A motion to accept a proposal for $27,500 from Martin Engineering Company for engineering services necessary for the completion of the rehabilitation of West St. John Street and authorize the Mayor to sign the agreement.

6. Streets – Kassidy Paine – A motion to approve an engineering proposal from Martin Engineering Company for $95,100 for design, survey and project administration for the reconstruction of Sargent Street, from State Street to Clinton Street, and to authorize the Mayor to sign the agreement.

7. Streets – Kassidy Paine – A motion to approve the purchase of GIS mapping equipment for water valves, water mains, meters, curb stops water breaks. Inventory of sidewalks, signs, roads for an amount of $4,006.48 and authorize the City Clerk to issue payment.

8. Police – Tim Wright – A motion to approve an Ordinance for the establishment of a 25 mile per hour speed limit for Arrowhead Lane, Westlake Trail and Ridge Drive and to place signage upon each of these streets.

9. Administration – Woodrow Street – A motion to approve an agreement with CTI and authorize the Mayor to sign the agreement.

10. Water – Dave Hollo – A motion to award bids of water treatment chemicals based upon the bid opening from April 20, 2022 rebid. Results will be provided at the April 22nd city council meeting.

11. Lake – Dave Hollo – A motion to approve a supplemental agreement between Crawford, Murphy & Tilley and Haier Plumbing for $11,000 for additional engineering services for the Lake Lou Yaeger Sanitary Sewer Force Main project and authorize the Mayor to sign the Agreement.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).

2. “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” (5ILCS 120/2(C)(2))

3. “The setting of a price for sale or lease of property owned by the public body.” (5ILCS 120/2(2)(6)

4. “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.” (5ILCS 120/2(2)(C)(11)

New Business:

1. Possible action to follow.

2. A motion to adjourn the April 21, 2022 Litchfield City Council Meeting to April 26, 2022 at 6:30 p.m. to approve a mowing and trimming bid for mowing and trimming of various city-owned property and derelict properties around the community.
