City of Litchfield City Council met July 7.

Here is the agenda provided by the council:

Other Business: 

1. A motion to accept the minutes from the June 16, 2022 meeting.

2. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills and process payroll. To be passed only at the first monthly City Council meeting.

New Business: 

1. Building/Planning/Zoning – Ray Kellenberger – A motion to approve an Ordinance declaring the following properties as surplus and to solicit bids for the following properties for residential development: 901 S. McKinley (parcel #15-04-428-015) and 411 W. Sargent (parcel #15-04-108-001).

2. Economic Development – Ray Kellenberger – A motion to renew membership with the Montgomery County Economic Development Corporation (MCEDC) for $6,605 for a one-year period and to authorize the City Clerk to issue a check.

3. Economic Development – Ray Kellenberger – A motion to approve the Downtown Façade Grant application submitted by Cass Cooper of Triple C Holdings LLC for the property located at 423 N. State Street for an amount not to exceed $4,050, contingent upon the Building Department granting final approval of materials used and work completed and to authorize the City Clerk to issue a check.

4. Economic Development – Ray Kellenberger – A motion to approve a one third page advertisement in the Illinois Investment Guide/Intersect Illinois September 2022 edition for an amount not to exceed $2,200 and to authorize the City Clerk to issue a check.

5. Lake – Dave Hollo – A motion to approve an agreement between the City of Litchfield and Ben Pickerill to mow the silt basin area and authorize the Mayor to sign the agreement.

6. Lake – Dave Hollo – A motion to approve repairs and replace the damaged electrical service at the cabins at Lake Lou Yaeger by Hillsboro Electric for an amount not to exceed $8,706.87 and authorize the Mayor to sign the agreement and have the City Clerk issue payment upon satisfactory completion.

7. Water – Dave Hollo – A motion to approve a proposal from HMG Engineers not to exceed $18,000 for procuring easements which would include services for preparation of documents, communication with landowners and negotiating and obtaining said easements for the Phase I of the Water System Improvement Plan and authorize the Mayor to sign the agreement.

8. Streets - Kassidy Paine – A motion to approve pay request #1 from Rooter’s American Maintenance for $327,214.57 for work completed to upgrade Old Route 66 North from Union Avenue to Historic Route 66 and authorize the City Clerk to issue a check contingent on Engineer’s approval.

9. Streets - Kassidy Paine – A motion to approve the purchase of a used 2015 APS 100 generator with little over 4000 hours for $43,000 from Altorfer Power, Springfield, IL and authorize the City Clerk to issue a check upon satisfactory delivery.

10. Sewer – Dwayne Gerl – A motion to approve pay request #6 from Haier Plumbing, Inc., for $16,183.26 for work completed on the Lake Sewer Project and authorize the City Clerk to issue a check.

11. Police – Tim Wright – A motion to approve the establishment of a $100 fee for any original sex offender registration and a $100 fee for any sex offender registration renewal in accordance with Illinois Statute 730 ILCS 150/3(c)(6).

12. Administration – Woodrow Street – A motion to approve an agreement with Zobrio to furnish a new City Hall server and server cabinet at a cost not to exceed $15,420 and authorize the Mayor to sign the agreement.

13. Administration – Woodrow Street – A motion to approve an Ordinance adopting the Food Truck License and application for the City of Litchfield, Montgomery County, Illinois.

14. Administration – Woodrow Street – A motion to approve repairs for damage to 13059 Harrison Trail by MC Construction for $5,800 and authorize the City Clerk to issue a check upon completion.

15. Administration – Woodrow Street – A motion to approve a request from Ameren to close Edwards Street, from Madison to Jefferson, until June 2023 to allow for remediation work on the City Parking Lot at Madison and Jefferson.

16. Fire/Ambulance – Woodrow Street – A motion to approve the purchase of 3 GETAC rugged laptop computers for all 3 ambulances, a HP255 Notebook computer for training, and a HP Business Desktop computer for the Main Station from Zobrio at a total cost of $12,811 and authorize the City Clerk to issue payment upon successfully delivery.\

Executive Session 

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).

2. “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” (5ILCS 120/2(C)(2))

3. “The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.” (5ILCS 120/2(C)(5))

4. “The setting of a price for sale or lease of property owned by the public body.” (5ILCS 120/2(2)(6)
