City of Carlinville City Council met Aug. 1.
Here are the minutes provided by the council:
PRESENT: Mayor Oswald, Alderman Downey, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, City Attorney Don Craven, Zoning, Econ Dev Zilm, City Clerk Carla Brockmeier, Police Chief Haley, Treasurer Jody Reichmann, Budget Officer Linda Boente, Dan Held Woodard and Curran Representative
Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by McClain, motion passed unanimously.
Approval of Bills - Motion made to approve bills by Alderman Wagstaff, seconded Koller, motion passed unanimously.
Correspondence
Lions Club Correspondence – Motion was made by Alderman Harber, seconded by Link to approve partial closing of the square for the Lions Carnival September 9th and 10th, motion passed unanimously.
Delaney Sanson Resignation – Motion was made to approve and place on file the resignation of Delaney Sanson by Alderman Ober, seconded Link, motion passed unanimously.

Old Business
Ordinance Amending Chapter 24 – Overweight Vehicles/Approval of an ordinance to regulate overweight loads coming through Carlinville was presented. We will use OxCart permitting, same as the state to regulate. A motion was made by Alderman Ober to approve, seconded by McClain, motion passed unanimously.
IARWC Update – Joe Direso was here to give the council an update on IARWC. No action taken.
New Business
Discussion with Representatives of IL Alluvial Regional Water Company – David Foreman the attorney for IARWC and Brad Wilson Attorney representing Fosterberg, were both here to discuss the current statis of the water company. A very lengthy discussion took place regarding formation and current status to the water company. Question was answered regarding moving forward, and the current members. No action needed at this time.
IHDA Grant Update – Brian Zilm gave an update on IHDA grant that can be used to clean up dilapidated properties around town. No action taken.
IMRF Audit - Resolution to Include Compensation Paid Under and Internal Rev. code Section 125 Plan – Motion was made to pass resolution required by IMRF regarding reporting wages. Motion was made by Alderman Harber to pass, seconded by Koller, motion passed unanimously.
Motion to adjourn was made by Alderman Downey at 8:40 p.m., seconded by Wagstaff motion passed unanimously.
