1. A motion to accept the minutes from the October 6, 2022 meeting.

2. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills and process payroll. To be passed only at the first monthly City Council meeting.

New Business:

1. Lake – Dave Hollo – A motion to approve replacement of a gearbox, belt, bearings and seals for RCK72P-F36 deck for the Lake Department’s F3680 Kubota Lawn Mower, from Nails Power Equipment, for an amount not to exceed $1,664.28 and to authorize the City Clerk to issue a check upon satisfactory completion.

2. Building/Zoning – Ray Kellenberger – A motion to approve a Minor Subdivision for RLP Development for the property, parcel pin number 10-32-300-044; Jimmy John’s Restaurant and the adjacent property east and south.

3. Building/Zoning – Ray Kellenberger – A motion to approve an “Ordinance Amending the Code of Ordinances of the City of Litchfield, Montgomery County, Illinois Relating to Zoning and Mobile Homes” –stating that no updating or replacing of mobile homes who have passed their life expectancy and are not livable in residential districts – with no mobile home or trailer being allowed to be placed in the City of Lichfield that is 5 years of age or older. Also, updated skirting and foundation requirements as well.

4. Building and Zoning – Ray Kellenberger – A motion to Revise an Ordinance Amending Zoning Ordinance #2831 of the City of Litchfield to Remove Tourist Homes as a Prohibited Use as a Home Occupation of the City of Litchfield, Montgomery County, Illinois and allow tourist homes/short-term rentals in General Commercial Districts (C-2) and said rentals in Single Family (S-1) and (S-2) residences by “Special Use”. See attached Short Term Rental License Application for changes.

5. Economic Development – Ray Kellenberger – A motion to approve a Resolution Committing Funds for the Illinois Department of Commerce and Economic Opportunity Community Development Rebuild Illinois Grants for infrastructure.

6. Administration – Woodrow Street – A motion to approve a Resolution adopting policies related to Technology Resources, Security of Portable Data Storage Devices, Cell Phones, Equipment/Supplies and Social Media to the City of Litchfield Personnel Manual.

7. Fire/Ambulance – Woodrow Street – A motion to purchase two (2) windshield replacements for Engine 802 and 803 from Mac’s Fire and Safety at a cost not to exceed $2,320, including installation and authorize the City Clerk to issue a check upon satisfactory completion.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).

2. “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” (5ILCS 120/2(C)(2))

3. “The setting of a price for sale or lease of property owned by the public body.” (5ILCS 120/2(2)(6)

New Business:

1. A motion to approve the Laborers’ International Union of North America, Laborers’ Local 773 Collective Bargaining Agreement.
