Village of New Baden Board of Trustees met Aug. 1.

Here are the minutes provided by the board:

The Regular Meeting of the New Baden Village Board was held in person and remotely via Zoom Meetings on Monday, August 1, 2022. The meeting was held at New Baden Village Hall, 1 E Hanover St, with a physical quorum of the New Baden Village Board present. The meeting was also held via Zoom Meetings. The public could observe and comment, when appropriate, by connecting on line through Zoom Meetings or calling in to participate. The meeting was called to order by Mayor Zurliene at 7:00 pm.

Present and answering to roll call: Mayor Taylor Zurliene; Trustees Nicole Pederson, Chris Locke, Cindi Meredith-Wheelan (via Zoom Meetings), and Rebecca Schomaker. Absent: Trustees Bob Oster and Doug Henderson. Staff Members Present: Village Clerk Teri Crane; Village Administrator Erika Heil; Attorney Luke Behme of Bruckert, Behme & Long, P.C.; Chief of Police Chuck Mackin; and Public Works Commissioner Tim Deien. Staff Members Absent: Treasurer Casey Weekley; and EMS Director Allen Gilbert.

Zoning Hearing Officer

The Zoning Hearing Officer will have a Public Hearing on August 9, 2022, to review an application submitted by Eric and Pamela Barger at 307 Deborah Ct.

Board Member Arrival

Trustee Oster arrived at 7:01pm.

New Baden Lions Club

Representatives from the New Baden Lions Club, Bob and Susie Oestringer, were present to invite the Board to the Lions Blub 40th Annual Dinner Auction and to celebrate their 70+ years of Community Service.

New Baden Chamber of Commerce

New Baden Chamber of Commerce President Scott Meinhardt was in attendance to present the Board a check for $10,000 to cover half the cost of new holiday lights that will be placed along Hanover St. The Chamber of Commerce first approached the Community Coordination Committee about partnering with the Village to replace holiday lights that are 40+ years old. Trustees Meredith Wheelan and Schomaker worked together to place the order for the new lights. The Chamber covered one-half the cost. Mr. Meinhardt stated that the lighting project that was presented for the Village Park is on hold due to supply chain issues and the current cost of supplies.

Citizen’s to Address Board

Resident Larry Ross thanked the Board for the placement of stop signs on Poos Drive; it has made a world of difference.

Resident Denny Brinkman, 308 N 9th St, informed the Board of some issues with the ditch near his home. He maintains it as much as possible, but it possible needs riprap or a concrete swale. Public Works Commissioner Deien stated they would check it out.

Consent Agenda

A motion was made by Trustee Schomaker and seconded by Trustee Locke to approve the Consent Agenda, which includes the of payment of current invoices, and minutes from the July 18, 2022, regular meeting.

Ayes: Oster, Pederson, Locke, Meredith-Wheelan, Schomaker.

Nays: None.

Absent: Henderson.

A majority of the Board voting aye, the motion carried.

Grant Agreement with IEPA for Sewer Plant Enhancements

A motion was made by Trustee Schomaker and seconded by Trustee Pederson to authorize the Grant Agreement between Illinois Environmental Protection Agency (IEPA) and Village for Sewer Plant Enhancements in the amount of $26,773.60. With the assistance of a report provided by University of Illinois for the wastewater treatment facility, New Baden qualified for a grant for a variable flow device (VFD) at the plant. The cost savings of the VFD’s could be up to $21,000 per year for the waste water treatment facility.

Ayes: Oster, Pederson, Locke, Meredith-Wheelan, Schomaker.

Nays: None.

Absent: Henderson.

A majority of the Board voting aye, the motion carried.

Public Library Windows

Trustee Oster reported that work began on August 1 on the replacement of the windows at the New Baden Public Library. This is a cost sharing project between New Baden and the Library.

Heavy Rain Storm

Mayor Zurliene extended his thanks to the Public Works Department for the time and effort they put into running pumps and addressing drainage control after the unprecedented amount of rain that fell on July 26.

Sewer Manhole: South Railway at West Indiana

Public Works Commissioner Deien reported the forming of a sinkhole on South Railway at West Indiana due to the collapse of a manhole where the sewer line changes from a force main to gravity feed. HMG Engineers, Inc. is working on the project to get the issue resolved. Administrator Heil reported there are funds in the budget to cover this cost.

There being no further business to be brought before the Village Board, a motion was made by Trustee Pederson and seconded by Trustee Locke to adjourn the meeting.

Ayes: Oster, Pederson, Locke, Meredith-Wheelan, Schomaker.

Nays: None.

Absent: Henderson.

A majority of the Board voting aye, the motion carried, and the meeting adjourned at 7:23 pm.
