City of Litchfield City Council met Aug. 18.

Here are the minutes provided by the council:

The meeting was offered remotely due to the COVID- 19 public health emergency.

Mayor Steven Dougherty called the Regular Meeting to order at 6: 27 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Dave Hollo, Dan Newkirk, Kassidy Paine, Timothy Wright, Woodrow Street and Ray Kellenberger. The Mayor declared that a quorum was present.

Other Business:

Alderperson Wright made a motion, seconded by Alderperson Gerl to accept the minutes from the August 4, 2022 meeting.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Old Business:

New Business:

Water:

Alderperson Hollo made a motion, seconded by Alderperson Paine to purchase 3 UPS devices for the Water Plant' s PLC' s from Durkin for an amount of$4, 300 plus possible shipping costs. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderperson Hollo made a motion, seconded by Alderperson Newkirk to authorize Hach Company to factory rebuild one of the filter turbidimeters at the Water Treatment Plant for an amount up to $ 2, 385. 50.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Executive Session:

Alderperson Kellenberger made a motion, seconded by Alderperson Wright to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1." The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body..." ( 5ILCS 120/ 2( 2)( C)( 1).

2." Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees." ( 5ILCS 120/ 2( C)( 2))

3." Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting." ( 5ILCS 120/ 2( 2)( C)( 11).

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Executive Session was entered into at 6: 30 p.m.

Alderperson Street made a motion, seconded by Alderperson Newkirk to return to open session at 7: 23 p.m.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

New Business

Alderman Hollo made a motion, seconded by Alderman Kellenberger to direct the City Attorney to send a letter to ECCR Properties LLC that the building at 307 N State Street must be put in a safe condition and adjacent buildings be fortified within one week of the date of receipt of the letter and provide proof of the same or citations will begin to issue on a daily basis. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderman Hollo made a motion, seconded by Alderman Street to allow the property owners adjacent to 307 N State Street to apply for TIF funds to obtain a structural engineer report and inspection. TIF funds will reimburse out- of-pocket expenses up to $ 5, 000 related to structural engineer inspection and report.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Newkirk, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Having no further business, Alderperson Street made a motion, seconded by Alderperson Kellenberger to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7: 26 p. m.
