Bond County Community Unit School District 2 Board of Education met Aug. 15.

Here are the minutes provided by the board:

PRESENT: Alderman Downey, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Wagstaff, Alderman Ober, Mayor Sarah Oswald, City Clerk Carla Brockmeier, City Treasurer Reichmann, Budget Officer Linda Boente, Police Chief Haley, Brian Zilm Zoning/Economic Dev/Grant Writing, Woodard and Curran Representative Dan Held,

Approval of Previous Minutes - Motion was made by Alderman Harber to approve minutes, seconded by Ober, motion passed unanimously.

Approval of Bills - Motion was made to approve all reports by Alderman Koller, seconded Link, motion passed unanimously.

Correspondence

John Convery Correspondence – Motion to approve use of the square in various areas on the 7th thru the 9th of October for Brave Days was approved, after a motion was made by Alderman Ober, seconded by Wagstaff, motion passed unanimously.

Public Comment

Dan Held stated that pick up of yard waste from the storm a month ago is over, the dumpster at the street garage is available from 7 a.m. – 230 p.m. Monday-Friday.

Chief Haley remined the public that Breckenridge Street will be one way from west to east starting the 17th of August, the start of school, from 7:30-8:30 a.m. and 2:30-4 p.m. Breckenridge is south of the Intermediate School.

Old Business

Zoning Historical Overlay District – Motion was made to approve zoning in specified historic districts. Article XII-H-1 Historic Districts/ applicability, Designation of H-1 Historic Districts and Regulation of H-1 Historic Districts were approved on the attached form after a motion was made by Alderman Downey, seconded by Wagstaff, motion passed unanimously.

Water Meter Replacement – Alderman Harber and Alderman Link explained that they will be requesting that the Budget Officer and Treasurer request bids from local banks for borrowing money for water meter replacements. Approximate amount is 1.4 million.

Lake Annexation – Engineering for annexation of the lake which has been budgeted was approved after a motion was made by Alderman Koller, seconded by McClain, motion passed with 7 voting aye, Downey voting nay.

New Business

Ryan Daniel Koster – Eagle Scout / Proclamation was given to Eagle Scout Ryan Daniel Koster by the Mayor for his Eagle Scout Award earned by revitalizing Old Calvary Cemetery.

IL State Comptroller Representative – Ross Breckinridge was here introducing himself as our representative from the IL State Comptroller’s Office. He explained the comptrollers roll in municipalities, and the current state of the comptroller’s office.

John Howard Appointment – Police Commissioner – the mayor appointed John Howard as a police commissioner. Council approved appointment after a motion was made by Alderman Harber, seconded by Link, motion passed unanimously.

Ordinance Establishing Position Descriptions and Job Title Changes – Ordinance was reviewed and will need corrections made for the council meeting.

Rezone – 326 East First South – Motion was made to rezone 326 East First South (Bright Smiles) from single family residential to neighborhood commercial by Alderman Koller, seconded by Wagstaff, motion passed unanimously.

Woodard & Curran Annual Report Presentation – Dan Held gave the annual report for Woodard and Curran.

SRF Project Recommendations – Alderman Harber stated that Woodard and Curran would be adding the city to the list for state revolving fund recommendations by the end of September. This fund can cover both large and small projects.

514 E. 2nd South Sidewalk Application Approval – Motion was made to approve city portion of sidewalk application of $160.00, after a motion was made by Alderman Downey, seconded by Harber, motion passed unanimously.

Police and Civilian Contracts – tabled

Motion to adjourn was made by Alderman Downey at 7:00 p.m., seconded by Koller motion passed unanimously.
