City of Greenville City Council met Aug. 29.

Here are the minutes provided by the council:

Following the Executive Order issued by Governor Pritzker and with the surge in COVID Omicron variant, it has been determined by Mayor Barber that this public meeting be held both in-person and by remote participation.

The Special City Council meeting was called to order at 6:00 PM by Mayor George Barber.

1. ROLL CALL 

Council Present: Mayor George Barber, Council Member Ivan Estevez, Council Member Kyle Littlefield, and Council Member Lisa Stephens

Council Absent: Council Member Bill Carpenter

Staff Present: City Manager Jo Hollenkamp, City Clerk Jody Weiss, Chief of Police Stefan Neece, Economic Development Director Bill Walker

Public Present: Rebecca Sponsler, Jeff Leidel

3. PUBLIC HEARING 

3.1. Public Hearing for a request from Greenville University to vacate and convey to Greenville University that part of the 16-foot-wide east to west alley lying between the west 44.71 feet of Lots 4 and 5, also known as Sassafras Alley, in the East Addition to the City of Greenville, a subdivision in the East Half of Section 10, Township 5 North, Range 3 West of the Third Principal Meridian, as recorded in Book “E”, Page 220 of the Bond County, Illinois Recorder’s Office records,

And

That part of the vacated alley being vacated in that Ordinance No. 3266, recorded in Bond County Records as Document No. 173053 on April 19, 2022, being the East Half of said alley and lying West of and adjacent to the existing alley known as Sassafras Alley, said alley being located between Lots 4 and 5 of East Addition to the Town, now City, of Greenville, Bond County, Illinois.

Motion by Lisa Stephens, seconded by Kyle Littlefield, Close the public Hearing 

RESULT: Carried

4. CITIZEN INPUT / COMMENTS ON ANY AGENDA ITEM OR OTHERWISE 5. CITY COUNCIL OR MAYOR COMMENTS 

6. MATTERS OF COUNCIL CONSIDERATION 

6.1. Consideration of Ordinance to vacate and convey to Greenville University that part of the 16-foot-wide east to west alley lying between the west 44.71 feet of Lots 4 and 5, also known as Sassafras Alley, in the East Addition to the City of Greenville, a subdivision in the East Half of Section 10, Township 5 North, Range 3 West of the Third Principal Meridian,

Motion by Lisa Stephens, seconded by Ivan Estevez, Motion to approve Ordinance to vacate and convey to Greenville University that part of the 16- foot-wide east to west alley lying between the west 44.71 feet of Lots 4 and 5, also known as Sassafras Alley, in the East Addition to the City of Greenville, a subdivision in the East Half of Section 10, Township 5 North, Range 3 West of the Third Principal Meridian,

6.2. Consideration of Intergovernmental agreement with Central Township for adding street lights along College Avenue between Idler and Dewey Street.

The township is not interested in putting these lights up, nor is the county. The city will pursue putting up the lights and will take care of the mowing, but the township is responsible for the road maintenance.

Motion by Lisa Stephens, seconded by Kyle Littlefield, Motion to approve the intergovernmental agreement with Central Township. 

RESULT: Carried

6.3. Change to ordinance for issuance of class B liquor license. This was a typo and should have said class C. A class B license requires that fuel be sold and that is not the case with this location.

Motion by Kyle Littlefield, seconded by Ivan Estevez, Motion to ratify that the liquor license issued to Kim cruse for Munchezz is a class "C" not a class "B". 

RESULT: Carried

6.4. Consideration of an ordinance to amend City Code 118.20 (C), (K), and (L) Liquor License classification for the City of Greenville. This should have been done when class "A" and "B" were amended at the last meeting and was an oversight.

Motion by Kyle Littlefield, seconded by Ivan Estevez, Motion to amend City Code 118.20 (C), (K), and (L) Liquor License classification for the City of Greenville. 

RESULT: Carried

6.5. Consideration of Resolution authorizing the City of Greenville to secure a loan in the amount of $2,962,098, to close the purchase of two parcels to be utilized in the Sunpin Solar lease.

Stephens is still against the idea and doesn’t want to take the risk. She is concerned the city could be stuck with the land that has been for sale over 15 years.

Motion by Kyle Littlefield, seconded by Ivan Estevez, Motion to approve Resolution authorizing the City of Greenville to secure a loan in the amount of $2,962,098, to close the purchase of two parcels to be utilized in the Sunpin Solar lease. 

RESULT: Carried

6.6. Purchase of Real Estate for infill program and purchase of real estate for general purposes.

Motion by Lisa Stephens, seconded by Kyle Littlefield, Motion to move into executive session for Purchase of Real Estate 5ILCS 2(c)(5) at 6:18 p.m. 

RESULT: Carried

AYES: George Barber, Ivan Estevez, Kyle Littlefield, and Lisa Stephens

7. EXECUTIVE SESSION 

7.2. Purchase of real estate for general purposes.

8.1. Decision on Executive Session Item(s).

Motion by Kyle Littlefield, seconded by Ivan Estevez, to purchase 1002 Franklin Ave for $10,000 for the purpose of demolition and use as an infill lot. 

RESULT: Carried

9. ADJOURNMENT 

Motion by Kyle Littlefield, seconded by Lisa Stephens, to adjourn the Special City Council Meeting at 6:50 p.m.
