City of Carlinville City Council met Oct. 3.
Here are the minutes provided by the council:
PRESENT: Mayor Oswald, Alderman Harber, Alderman Downey, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, City Attorney Don Craven, Zoning, Econ Dev Zilm, City Clerk Carla Brockmeier, Lieutenant Derek Graham, Treasurer Jody Reichmann, Dan Held Woodard and Curran Representative.
Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by LeVora, motion passed unanimously.
Approval of Bills - Motion was made to approve bills by Alderman Link, seconded Wagstaff, motion passed unanimously.
Correspondence
Tara Brown Correspondence – Motion was made to approve use of the gazebo for a wedding on the 16th of October from 2-3 p.m. by Alderman Harber, seconded by McClain, motion passed unanimously.
Joey Naples Correspondence – Motion was made to approve use of the alley Daley Street on Halloween weekend October 27-29th by Alderman Ober with music on the 28th ending at 10 p.m., seconded by McClain, motion passed unanimously.
Public Comment
Zilm reported that a meeting took place with the boring company that is currently working in the city limits. In the future, they will be supplying a copy of maps, right ways and easements to the city before work takes place.
Treasurer Reichmann informed the council that the financing for 1.4 million to replace meters is in place at CNB.
Alderman Downey updated the council on the tourism events that have taken place recently. Bee sculpture has been placed at the plaza, with numerous volunteers thanked. Also, spoke of the new mural and Route 66 sculpture that has been placed at the old jail by Great Rivers and Routes.

New Business
Fall Clean Up – Fall Clean-Up is scheduled for Friday the 7th from 7 am to 3 pm and Saturday the 8th from 7 am to 1 pm.
Re-Zone / 230 East Main – After a recommendation from the Zoning Advisory Board, a motion was made by Alderman Downey to re-zone 230 East Main from neighborhood commercial to multi-family, seconded by Link motion passed unanimously. Property owner plans to use the building for apartments.
Motion to adjourn was made by Alderman Downey at 6:21 p.m., seconded by Koller motion passed unanimously.
