Here are the minutes provided by the board:

I. Regular Meeting

A. Roll Call

The Board of Education of Wesclin Community School District # 3, Clinton and St. Clair Counties, Illinois, met in a regular session on Monday, the 17th day of October 2022, at the hour of 5:00 p.m., at the Wesclin High School in said district.

At the above-named time and place there were present the following officers and members of the Board:

B. Approval of Minutes

Minutes of the previous regular meeting and of the executive session of September 19, 2022 were approved on a motion by Tina Litteken seconded by Jeff Stroot.

Vote: Connie Elmore-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Jeff Stroot-aye.

Motion passes 5-0

C. District Finances

Motion made by Paul Josias seconded by Tina Litteken to approve The Treasurer's Report and payment of payroll in the amount of $894,765.57 and bills in the amount of $621.672.68.

Vote: Connie Elmore-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Jeff Stroot-aye.

Motion passes 5-0

D. Agenda modification

Motion made by Jeff Stroot seconded by Tina Litteken to approve agenda with one addition of Item C. ISBE School Maintenance Grant.

Vote: Connie Elmore-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Jeff Stroot-aye.

Motion passes 5-0

Superintendent Report

Illinois County Schools Facility Sales Tax – Public Act 97-0542 Since 2007, Illinois voters have had the option to approve a 1% facility tax. Schools Facility Tax (commonly known as a sales tax), that shifts facility funding away from property taxes, such as HLS projects, facility additions and renovations. We will need to approve at the November meeting in order for it to appear on the April ballot.

Maintenance Short Term/Long Term Projects – Included in your packets are the short term/long term maintenance projects for each school. The custodians and principals created these documents together. The building principal and maintenance supervisor will meet approximately every 6 weeks to revisit these plans.

II. Public Comments:

A. Dustin Biggs – Inquired about more clarification on the approval of the 1% facility tax be used to dial back the levy on property taxes.

III. Celebration of Success

Sugar Creek Fire Department – Thank you to the Sugar Creek Fire Department for working with the schools during Fire Safety Week by presenting in our classroom, donating activity books and assisting with our fire drills.

Middle School Cross Country – Congratulations to Aryan Reits on qualifying for the state cross country meet.

High School Homecoming Week – Kudos to Mrs. Kunz and Student Council for a wondering job during homecoming week. Congratulations to King Payten Mugele and Queen Maddie Kohlbrecher. First Runner-Ups were Rylee Toennies and Grant Fridley.

Dawn Musenbrock and WMS Honor Society – Thank you to Dawn Musenbrock for arranging a shoe-typing event where the WMS Honor Society students travel to Trenton Elementary to teach our kindergartners how to tie their shoes.

Preschool For All – Our Wesclin Preschool For All program was monitored last year and we earned the Gold Circle of Quality for the first time in several years! We have our GOLD certificates framed and hanging on each preschool classroom door.

IV. Items Requiring Board of Education Action

A. Prevention of and Response to Bullying, Intimidation, and Harassment

Motion by Connie Elmore seconded by Paul Josias to approve policy 7:180 – Prevention of and Response to Bullying, Intimidation, and Harassment.

Vote: Connie Elmore-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Jeff Stroot-aye.

Motion passes 5-0

B. Middle School Steam Table/Trenton Elementary Garbage Disposal

Motion by Tina Litteken seconded by Paul Josias to approve the replacement of the middle school steam table and the Trenton Elementary garbage disposal for a total cost of $9683.00.

Vote: Connie Elmore-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Jeff Stroot-aye.

Motion passes 5-0

C. ISBE School Maintenance Grant

Motion by Paul Josias seconded by Jeff Stroot to approve the submission of the ISBE school maintenance grant to replace HVAC units at Wesclin Middle School.

Vote: Connie Elmore-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Jeff Stroot-aye.

Motion passes 5-0

D. Consent Agenda

Motion by Connie Elmore seconded by Jeff Stroot to approve the consent agenda as presented.

E. Closed Session for the purposes of discussing appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the Board or legal counsel for the Board, including hearing testimony on a complaint lodged against an employee of the Board or against legal counsel for the Board to determine its validity pursuant to Section 2©(1) of the Open Meetings Act.

Motion by Paul Josias seconded by Tina Litteken to move into closed session for the purposes of considering the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the Board or legal counsel for the Board, including hearing testimony on a complaint lodged against an employee of the Board or against legal counsel for the Board to determine its validity pursuant to Section 2©(1) of the Open Meetings Act. 5:24 p.m.)

Vote: Connie Elmore-aye, Aaron Hoerchler-aye, Paul Josias-aye, Tina Litteken-aye, Jeff Stroot-aye.

Motion passes 5-0

Motion by Connie Elmore seconded by Jeff Stroot to return from closed session into the regular meeting. (5:54 p.m.)

VI. Adjournment:

It was moved by Tina Litteken, seconded by Paul Josias that the meeting be adjourned. Meeting was adjourned at 5:55 p.m.
