City of Pana City Council met Nov. 14.

Here are the minutes provided by the council:

Mayor Nathan Pastor called the meeting of the Pana City Council to order at 7:00 P.M.

The Pledge of Allegiance to the flag was recited.

Roll Call showed the following Aldermen as being present: Eddy, Schneider, Stephens, Scott, Smith, Woods, Beeson were present. Hocq was absent. Seven Alderman were present. One was absent.

Scott/Woods to approve the consent agenda as presented. Items included in the consent agenda are the minutes of the October 24, 2022 regular and closed session meeting, payrolls to be paid on October 31, November 2, 4, and 18, 2022, disbursements to be paid on November 16, 2022. The motion carried on the following roll call vote: Eddy, Schneider, Stephens, Scott, Smith, Woods, Beeson voting aye. No nays. Seven ayes.

Scott/Stephens to approve loan disbursement #3 for the PAC (powdered activated carbon) Building at the Water Treatment Plant in the amount of $64,746.96. The motion carried on the following roll call vote: Schneider, Stephens, Scott, Smith, Woods, Beeson, Eddy voting aye. No nays. Seven ayes

Jared Kanallakan of Moran Economic Development presented a review of the Pana TIF District #2 Redevelopment Plan.

Scott/Beeson to waive the first presentation and pass Ordinance # 1893, "An Ordinance to Set a Date for a Public Hearing for the City of Pana Tax Increment Financing Redevelopment Plan and Project # 2." The motion carried on the following roll call vote: Stephens, Scott, Smith, Woods, Beeson, Eddy, Schneider voting aye. No nays. Seven ayes.

Scott/Woods to pass Ordinance #1894, "An Ordinance Authorizing Stop Signs at Various intersections"-- Panther Drive and Chestnut, Magnolia and State, and Grant and 5th. The motion carried on the following roll call vote: Scott, Smith, Woods, Beeson, Eddy, Schneider, Stephens voting aye. No nays. Seven ayes.

Scott/Stephens to pass Ordinance # 1895, "An Ordinance Amending Section 8-1 for the Pana Code of Ordinances Foreign

Scott Fire Insurance Fee." The motion carried on the following roll call vote: Smith, Woods, Beeson, Eddy, Schneider, Stephens, voting aye. No nays. Seven ayes.

Woods/Scott to pass Resolution #22-41, "A Resolution Authorizing Execution of an Agreement with the Waste Water Treatment Plan Operator/Supervisor." The motion carried on the following roll call vote: Woods, Beeson, Eddy, Schneider, Stephens, Scott, Smith voting aye. No nays. Seven ayes.

Scott/Beeson to pass Resolution # 22-42, "A Resolution Authorizing the Sale of Surplus Real Estate - 202 N Park Avenue, Pana, Illinois." The motion carried on the following role call vote: Beeson, Eddy, Schneider, Stephens, Scott, Smith, Woods voting aye. No nays. Seven ayes.

Scott/Woods to acknowledge the first presentation of "An Ordinance Amending Pana Code of Ordinances - Special Events." The motion carried on the following roll call vote: Eddy, Schneider, Stephens, Scott, Smith, Woods, Beeson voting aye. No nays. Seven ayes.

Woods/Scott to refer to the Planning Commission for public hearing proposed amendment to City Code Chapter 25 combining the Zoning Board of Appeals and Planning Commission. The motion carried on a voice vote.

Scott/Stephens to acknowledge the first presentation of "An Ordinance Imposing a Charge for City Inspections." The motion carried on the following roll call vote: Schneider, Stephens, Scott, Smith, Woods, Beeson, Eddy voting aye. No nays. Seven ayes.

City Engineer Greg Holthaus stated that Ordinance Officer Dudra will be asking the Planning Commission to review the Fence Ordinance. CTI will begin burying service lines 12 inches deep. The parking lot at Brunner's is now a diagonal parking lot. Beginning tomorrow, US 51 by Walgreens will be closed to fix a water leak and fire hydrant.

City Treasurer Pete Scherzer reported that $93,000 needs to be put into the depreciation account for the Rural Development loan for the Spillway, Intake, & Water Treatment Plant Project. An amount of $16,375 will need to be put into the reserve account. Th Administration Committee will need to have a meeting this week to discuss the Tax Levy.

Mayor Pastor reported that the second Council Meeting in December will be held on Tuesday, December 27th due to the Christmas Holiday. An Emergency purchase for the Water Department of a valve purchase and installation from Schulte Supply in the amount of $12,990 was authorized by the Mayor.

Scott/Schneider to approve a sewer adjustment for Jim Bennison at 804 Progress in the amount of $74.02 leaving a remaining balance due of $112.44. The motion carried on the following roll call vote: Schneider, Stephens, Scott, Smith, Woods, Beeson, Eddy voting aye. No nays. Seven ayes.

Eddy/Woods to hire Justin Stark to install security cameras in Kitchell Park. The motion carried on the following roll call vote: Stephens, Scott, Smith, Woods, Beeson, Eddy, Schneider voting aye. No nays. Seven ayes.

Eddy/Woods to switch Pana Police Department cell phone service to AT&T FirstNet. The motion carried on the following roll call vote: Scott, Smith, Woods, Beeson, Eddy, Schneider, Stephens voting aye. No nays. Seven ayes.

Eddy/Woods to purchase towable debris collector from Outdoor Power Source in the amount of $13,817. The motion carried on the following roll call vote: Smith, Woods, Beeson, Eddy, Schneider, Stephens, Scott voting aye. No nays. Seven ayes.

Eddy/Woods to award bid for Billiter Water Main extension materials to Schulte Supply in the amount of $22,749.68. The motion carried on the following roll call vote: Woods, Beeson, Eddy, Schneider, Stephens, Scott, Smith voting aye. No nays. Seven ayes.

Smith/Stephens to recommend that estimates for repairs to the Gatehouse go to the Administration Committee. The motion carried on a voice vote.

Woods/Eddy to recognize Dr. Bill Beyers. Dr. Beyers addressed Council regarding Ordinance #1845-Vacant Building Ordinance and his notice to register 206 East Second Street as a vacant building.

Street Foreman Chris Dressen thanked Tom Morrell, Nathan Morrell, Doug Miller, and Simmons Excavating for their help putting up the Christmas lights. He also informed Council that the bathrooms at the Park have been winterized.

Alderman Scott informed Council that Rich Ivon will be reading meters in order to allow Water Superintendent Brian Blodgett to be on site during the leak repairs on US 51.

Scott/Schneider to adjourn. The meeting adjourned at 7:45 p.m.
