City of Centralia City Council met Nov. 14.

The City Council for Centralia, Illinois met on Monday, November 14, 2022, in the Council Chambers at Centralia City Hall. Mayor Kuder called the meeting to order at 6:00 p.m.
ROLL CALL
Present: Mayor Kuder, Councilman Castellari, Councilman Griffin, & Councilman Jackson Absent: Councilman Smith
Staff Members Present: Andrew Thomson, City Attorney; Derek Sherman, Economic Development Director; Jeff Day, Fire Department Chief; Christopher Locke, Police Department Chief; Jeff Schwartz, Public Works Director; and Kim Enke, Assistant City Manager/City Clerk
PRAYER & PLEDGE OF ALLEGIANCE
Mayor Kuder led the Pledge of Allegiance and Vernell Burris led the prayer.
AMENDMENTS AND/OR ADDITIONS TO AGENDA

PUBLIC PARTICIPATION
The City Council recognized Public Works Electrician Brian Edwards for 20 Years Of Service.
Vernell Burris addressed the City Council regarding the past tax rates. He stated that the City needs tax revenue to operate and noted the need to increase the rate for 2023.
CONSENT AGENDA
A Motion was made by Councilman Jackson and seconded by Councilman Griffin to Approve Items 1-4 of the Consent Agenda.
1. Approval Of The Minutes Of The October 24, 2022 City Council Meeting
2. Approval Of Payrolls And Vouchers In The Amount Of $992,708.86
3. A Resolution Approving A Request By The Downtown Christmas Stroll Committee For Use Of City Owned Property During An Event of December 2, 2022
4. A Resolution Approving A Landlord’s Estoppel Certificate For A Mortgage In Reference To Lake Lease Site C-3

ORDINANCES
Mayor Kuder discussed the request to increase the number of liquor licenses due to Rosati’s recently selling to Joe’s Pizza. He explained that once Rosati’s relinquished their license, the amount of available licenses automatically decreased and the request to increase the number of licenses must be approved by the Council in order for the liquor license for Joe’s Pizza to be approved. City Clerk Enke stated that the license from Rosati’s was turned in, the application from Joe’s was received and reviewed and the Mayor would like to approve the license for the new owner of the location. A Motion was made by Councilman Jackson and seconded by Councilman Castellari to Approve An Ordinance Amending The Centralia Municipal Code Regarding An Increase In The Number of Class A Liquor Licenses.

RESOLUTIONS
City Manager Smith explained the request for access to the right of way along Penco Avenue for a site assessment. He noted that there is nothing required from the city, other than access to the land during their assessment. A Motion was made by Councilman Griffin and seconded by Councilman Castellari to Approve A Resolution Approving An Access License Agreement With Centralia Terminal Company During A Site Assessment.

A majority of the Council voting aye, the motion carried.
City Manager Smith stated that there was an overall reduction in the insurance cost for the 2022-2023 year. He explained that there was a 1% decrease and the service provided by Dimond Brothers remains excellent. He noted that Tom Simpson was in attendance if there were any questions concerning the renewal. A Motion was made by Councilman Griffin and seconded by Councilman Jackson to Approve A Resolution Renewing Illinois Counties Risk Management (ICRMT) For Liability and Workers’ Compensation.

REPORTS
City Clerk Enke reviewed the election pre-filing information as provided in the notice. She explained that the filing period will be from November 21st through 28th and due to the holiday, the office will accept filings from 7:30 am to 4:30 pm from the 21st through the 23rd and again on the 28th from 7:30 am to 5:00 pm. She noted that if there were any simultaneous filings the lottery would be held at City Hall on December 6th at 11:00 a.m.
City Manager Smith thanked the Veterans for their service and acknowledged and recognized the members of the Council that served food to Veterans at Castle Ridge on Veterans Day.
Mayor Kuder also recognized and thanked all Veterans for their service including Vernell Burris that was in attendance.

A motion was made by Councilman Jackson and seconded by Councilman Griffin to Adjourn The Meeting To Closed Session Under 5ILCS 120/2(C)(1) The Appointment, Employment, Compensation, Discipline, Performance, Or Dismissal Of Specific Employees, Specific Individuals Who Serve As Independent Contractors In A Park, Recreational, Or Educational Setting, Or Specific Volunteers Of The Public Body Or Legal Counsel For The Public Body, Including Hearing Testimony On A Complaint Lodged Against An Employee, A Specific Individual Who Serves As An Independent Contractor In A Park, Recreational, Or Educational Setting, Or A Volunteer Of The Public Body Or Against Legal Counsel For The Public Body To Determine Its Validity.
