1. A motion to accept the minutes from the February 16, 2023 meeting. 2. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills and process payroll. To be passed only at the first monthly City Council meeting.

New Business:

1. Finance – Dwayne Gerl - Audit presentation by Kemper & Associates, LLC with motion to accept the City of Litchfield Annual Audit for the year ending April 30, 2022.

2. Building and Grounds – Dan Newkirk – A motion to approve the beautification project provided by a local donor for an amount not to exceed $26,400 for associated expenditures and to contract Mike Klaves to plant, water, weed and maintain the plantings.

3. Administration – Woodrow Street – A motion to approve the proposal from GovHR USA to perform the city administrator recruitment at a cost not to exceed $24,500 plus travel expenses (estimated at $360) and authorize the City Clerk to issue progress payments as spelled out in the proposal.

4. Fire – Dave Hollo – A motion to approve an Ordinance increasing ambulance fees for ambulance transports.

5. Building/Zoning – Ray Kellenberger – A motion to approve an Ordinance Amending Ordinance #3285, Section 151.020, Subsection (G) Demolition and Establishing fees in the City of Litchfield, Montgomery County, Illinois increasing the security bond from $1,000 to $10,000 for non-residential projects.

6. Building/Zoning – Ray Kellenberger – A motion to approve an Ordinance Amending Ordinance #2831, Section 150.007, Definitions in the City of Litchfield, adding 3 definitions for Tourist Home, Bed and Breakfast and Short-term rental.

7. Building/Zoning – Ray Kellenberger – A motion to approve the Downtown Façade Grant application submitted by Jessica Vickery of Chapps, for the property located at 119 W. Edwards, for an amount not to exceed $3,975 contingent upon the Building Department granting final approval of material used and work completed and authorize the City Clerk to issue a check.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” (5ILCS 120/2(C)(2))
