Village of New Baden Board of Trustees met Feb. 21.

Here are the minutes provided by the board:

The Regular Meeting of the New Baden Village Board was held in person and remotely via Zoom Meetings on Tuesday, February 21, 2023. The meeting was held at New Baden Village Hall, 1 E Hanover St, with a physical quorum of the New Baden Village Board present. The meeting was also held via Zoom Meetings. The public could observe and comment, when appropriate, by connecting on line through Zoom Meetings or calling in to participate. The meeting was called to order by Mayor Zurliene at 7:00 pm.

Present and answering to roll call: Mayor Taylor Zurliene; Trustees, Nicole Pederson, Chris Locke, Cindi Meredith-Wheelan, Rebecca Schomaker, and Doug Henderson. Absent: Trustee Bob Oster. Staff Members Present: Village Clerk Teri Crane; Village Administrator Erika Heil; Attorney Luke Behme of Bruckert, Behme & Long, P.C.; Chief of Police Chuck Mackin; and EMS Director Allen Gilbert. Staff Members Absent: Public Works Commissioner Tim Deien; and Treasurer Casey Weekley.

Proclamation: National FFA Week

Mayor Zurliene does hereby designate the week of February 18-25, 2023, as National FFA Week.

Guest: New Baden Jaycees

The New Baden Jaycees member was not in attendance.

Plan Commission Public Hearing – Canceled

The Plan Commission Public Hearing scheduled for February 15, 2023 was canceled at the request of the petitioner.

Finance Committee Meeting

A Finance Committee Meeting is scheduled for March 2, 2023, at 6pm.

Plan Commission Public Hearing

The Plan Commission will have a Public Hearing on March 14, 2023 at 6pm.

Consent Agenda

A motion was made by Trustee Schomaker and seconded by Trustee Locke to approve the Consent Agenda, which includes the payment of current invoices, and minutes from the February 6, 2023, regular meeting.

Ayes: Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson. Nays: None.

Absent: Oster.

A majority of the Board voting aye, the motion carried.

Ordinance 2023-02-21- A: Adding Stop Signs

A motion was made by Trustee Schomaker and seconded by Trustee Locke to authorize Ordinance 2023-02-21-A: Adding Stop Signs. This amends Motor Vehicle Schedule “A” regarding “three way stop intersections” within the Village. These signs will be placed at the intersection of Marcia Blvd and Mandy Ln, where there were no traffic signs.

Ayes: Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson. Nays: None.

Absent: Oster.

A majority of the Board voting aye, the motion carried.

Wage Adjustments for Paramedics & EMT Basic Positions

A motion was made by Trustee Locke and seconded by Trustee Pederson to authorize a wage increase to $21 per hour for the Paramedic Full-time, Part-time and PRN positions and to $19 per hour for the EMT Basic Part-time and PRN positions; effective March 6, 2023.

Ayes: Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson. Nays: None.

Absent: Oster.

A majority of the Board voting aye, the motion carried.

Lawn Maintenance Contracts 2023

Bids for the 2023 Lawn Maintenance season were due on February 17. Bids were received from only two (2) companies: BT Lawn Care and Seasons2Seasons. The Request for Bids are for four (4) properties: New Baden City Cemetery, Greenmount Cemetery, Richter School Road at Loves Truck Stop, and the Welcome Sign on West Hanover St.

Lawn Maintenance 2023 Bid Award: Seasons2 Seasons

A motion was made by Trustee Schomaker and seconded by Trustee Locke to authorize the low bid award from Seasons2Seasons dba S2S, for the 2023 Lawn Maintenance Contracts for the following areas: Greenmount Cemetery, $100 per cut and New Baden City & St. George Cemetery, $120 per cut, for a combined discounted amount of $200 per cut; Richter School Road, $70 per cut; and West End Welcome Sign, $25 per cut, for a combined discounted amount of $90 per cut.

Ayes: Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson. Nays: None.

Absent: Oster.

A majority of the Board voting aye, the motion carried.

Lawn Maintenance 2023 Bid Award: Seasons2 Seasons

New Baden Jaycees representative Angelina Moore arrived late. Ms. Moore is the Community VP of the New Baden Jaycees and inquired on how the Jaycees can collaborate with the Village on any projects. It was stated that the New Baden Lions Club is starting a project for lighted crosswalks throughout town. Village Administrator Heil stated that upgrades are needed to the power poles for the holiday lights, something that Ameren does not cover. Ambulance Director Gilbert stated an automatic CPR device is needed. Chief of Police Mackin said that funds are needed to install cameras at the 4-way stop; Crimestoppers has made a donation to off-set this cost. Ms. Moore stated that the Jaycees have an interest in cleaning up the sand volleyball court at the Park; she was referred to the Community Coordination Committee. Trustee Meredith-Wheelan, chair of that committee, indicated she plans to hold a Community Coordination Committee meeting in March.

New Police Vehicle Upfitting

The upfitting of the 2023 Ford F-150 Police Vehicle for the K9 Unit was tabled until the next regular meeting, an item was omitted from the quote. Chief of Police Mackin stated that the K9 training program starts on February 27 and will last for 6 weeks.

Draft Ordinance: Renewable Energy Systems

Board members reviewed the draft ordinance for Renewable Energy Systems. Attorney Behme stated the draft ordinance included recommendations from the January 26 Community and Economic Development Committee meeting, but needs further modifications. Mr. Behme went over the items that needed to be reviewed. Discussed items will be included in the final version of the ordinance to be considered at the next regular board meeting.

Executive Session

A motion was made by Trustee Schomaker and seconded by Trustee Locke to recess the meeting to Closed Session to discuss purchase or lease of real property for the use of the public body, 5 ILCS 120/2(c)(5).

Ayes: Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson.

Nays: None.

Absent: Oster.

A majority of the Board voting aye, the motion carried and the meeting adjourned to Closed Session at 7:58 pm.

Meeting reconvened at 8:45 pm.

There being no further business to be brought before the Village Board, a motion was made by Trustee Pederson and seconded by Trustee Locke to adjourn the meeting.

Ayes: Pederson, Locke, Meredith-Wheelan, Schomaker, Henderson.

Nays: None.

Absent: Oster.

A majority of the Board voting aye, the motion carried, and the meeting adjourned at 8:45 pm.
