City of Hillsboro City Council met March 21.

HILLSBORO CITY COUNCIL "Public Hearing"
Mayor Downs called the meeting to order at 6:45 pm.
Roll call was taken and those present were Mayor Downs and Commissioners Wright, Butler, Gregory and Ward.
The "Pledge of Allegiance" was recited.
There were no public comments.
Commissioner Wright turned the meeting over to Don Taul from Woodard & Curran to discuss the proposed lead service line construction. Taul said everyone with lead service lines will have to replace them, mostly lines prior to 1980 will have some sort of lead in them. Taul said the City is looking into low interest loan at this time to pay for some of the replacements. Taul said the meeting was to let the public know and to have any input if they wanted include their input. Taul said this loan is for the first 5 years and will be stretched over many years.
Commissioner Butler asked if the City has established where lead service lines would be in the City and Tim Ferguson told him no but they have an idea based on the age of lines and construction of homes and there may be around 1,000 1,200. Ferguson said the City will be responsible up to 18" into the home if needed and if someone refuses there are documents to fill out notifying the EPA they refused and the City put an effort into it. Taul said if you don't know it should be treated as lead until you know otherwise. Ferguson said they are not looking for anything bigger than two inches. Ferguson said the first inventory that is due is in about a month. Ferguson said with some new rules in the future they will look at certain areas not just the community at a whole. Ferguson said the grant right now will be 49% of the project.
Motion to Adjourn was made at 6:57 pm by Commissioner Gregory and seconded by Commissioner Ward. Motion carried 5-0.
