City of Pana City Council met April 24

City of Pana City Council met April 24.

Here are the minutes provided by the council:

Mayor Nathan Pastor called the meeting of the Pana City Council to order at 7:00 P.M.

The Pledge of Allegiance to the flag was recited.

Woods/Scott to allow Alderman Eddy to participate remotely via phone. The motion carried on a voice vote.

Roll Call showed the following Aldermen as being present: Eddy, Schneider, Stephens, Scott, Smith, Woods, Beeson were present. Hocq was absent. Seven aldermen were present. One was absent.

Scott/Woods to approve the consent agenda as presented. Items included in the consent agenda are the minutes of the April 10, 2023 regular and closed session meeting, minutes of the March 27, 2023 closed session meeting, payroll to be paid on April 21 and 28, 2023, disbursements to be paid on May 1, 2023, and the Treasurer’s Report of March 2023. The motion carried on the following roll call vote: Eddy, Schneider, Stephens, Scott, Smith, Woods, Beeson voting aye. No nays. Seven ayes.

Woods/Smith to pass Ordinance #1926, “An Ordinance Amending the City Liquor Code – Section 3-42 – Number of Licenses.” The motion carried on the following roll call vote: Schneider, Stephens, Scott, Smith, Woods, Beeson, Eddy voting aye. No nays. Seven ayes.

Woods/Smith to pass Resolution #23-05, “A Resolution Approving Façade Grant Agreement.” The motion carried on the following roll call vote: Stephens, Scott, Smith, Woods, Beeson, Eddy, Schneider voting aye. No nays. Seven ayes.

City Engineer Greg Holthaus reported that the pool has been drained. There are a few holes in the fiberglass liner that will be patched.

City Clerk Kim Toberman announced that the Swearing in Ceremony of new elected officials will be held on April 28, 2023 at 5:00 in the Council Chambers.

Beeson/Smith to approve the appointment of Kevin Christer as Ward #1 Alderman effective May 1, 2023. The motion carried on a voice vote.

Schneider/Woods to place a stop sign at Elder & 2nd and a No Parking sign 20’ from the corner. The motion carried on a voice vote.

Schneider/Woods to place stop signs at the intersection of Walnut & Magnolia, making it a four way stop. The motion carried on a voice vote.

Smith/Stephens to purchase a computer for the Police Department to be paid by DOJ funds. The motion carried on the following roll call vote: Scott, Smith, Woods, Beeson, Eddy, Schneider, Stephens voting aye. No nays. Seven ayes.

Smith/Woods to accept high bids on property located at 807 ½ E 2nd St, 1200 E 2nd St., and 412 S Poplar St. The property at 807 ½ E 2nd St had two bids, Randy Smith in the amount of $750 and Ken Spracklen in the amount of $250. Ken Spracklen bid $250 for the property at 1200 E 2nd St and $300 for the property at 412 S Poplar St. The motion carried on the following roll call vote: Smith, Woods, Beeson, Eddy, Schneider, Stephens, Scott voting aye. No nays. Seven ayes.

Smith/Woods to approve the Fiscal Year 2024 operating budget and increasing the line item for Pool Seminars/Training to $3500. The motion carried on the following roll call vote: Woods, Beeson, Eddy, Schneider, Stephens, Scott, Smith voting aye. No nays. Seven ayes.

Smith/Beeson to hire Michael Breedlove as the Pool Manager. The motion carried on a voice vote.

Smith/Scott to hire lifeguards and concession stand workers. The motion carried on a voice vote.

Smith/Scott to use Mattoon YMCA to certify lifeguards in the amount of $3500. The motion carried on the following roll call vote: Beeson, Eddy, Schneider, Stephens, Scott, Smith, Woods voting aye. No nays. Seven ayes.

Alderman Schneider announced that a Prayer will be held at noon on Thursday May 4, 2023 at Kitchell Park.

Woods/Smith to recognize Drew Bland of The EPOC Experience. Mr. Bland asked to have Poplar to Kitchell barricaded on Second Street for the Grand Reopening of EPOC. Food trucks and other vendors will be present.

Woods/Smith to allow Poplar to Kitchell to be closed for The EPOC Experience Grand Reopening Event. The motion carried on a voice vote.

Woods/Beeson to allow Pana Pride to set Dumpster Days for June 9 and 10, 2023. The motion carried on a voice vote.

Scott/Woods to allow Pana Pride to hold Music in the Parks in Kitchell Park on June 30, July 14, and July 28, 2023. The motion carried on a voice vote.

Woods/Stephens to recognize Linda Dressen of Pana Pride. Ms. Dressen requested to hold a Saturday Market the first Saturday of each month May through September of 2023 at Kitchell Park.

Woods/Scott to allow Pana Pride to hold a Saturday Market the first Saturday of each month May through September 2023 at Kitchell Park. The motion carried on a voice vote.

Keith Cearlock of the Pana Parks Revitalization Committee addressed Council regarding pickle ball lines at the tennis courts as well as repairs to the Bridge over the lagoon. Both items will be on the next Agenda for Council to vote on.

Brandy Cohan asked if the owners of the trailer park behind Pizza Man were evicting tenants. Chief Bland stated that the new owners were enforcing the rules that had not been enforced by the previous owners.

Carla Smart posed questions concerning the new pool manager.

Mayor Pastor thanked Alderman Woods and Alderman Hocq for their years of service on Council.

Woods/Schneider to adjourn. The meeting adjourned at 7:28 p.m.
