Village of New Baden Board of Trustees met July 17.

Here are the minutes provided by the board:

The Regular Meeting of the New Baden Village Board was held on Monday, July 17, 2023. The meeting was held at New Baden Village Hall, 1 E Hanover St, with a physical quorum of the New Baden Village Board present. The meeting was called to order by Mayor Zurliene at 7:52 pm.

A Public Hearing for the New Baden Ambulance Special Service Area (SSA) was held starting at 6:45pm. Several residents were in attendance with questions regarding the new maximum rate of 0.4% established for the New Baden SSA. The Public Hearing adjourned at 7:49pm.

Present and answering to roll call: Mayor Taylor Zurliene; Trustees Bob Oster, Chris Locke, Cindi Meredith-Wheelan, Rebecca Schomaker, Christine Jackson, and Larry Thoeming. Absent: None.. Staff Members Present: Village Clerk Teri Crane; Village Administrator Galen Mahle; Attorney Luke Behme of Bruckert, Behme & Long, P.C.; Public Works Commissioner Tim Deien; and Chief of Police Chuck Mackin; and Ambulance Director Allen Gilbert. Staff Members Absent: Treasurer Casey Weekley.

Guest: State Representative Kevin Schmidt

Kevin Schmidt, State Representative for the 114th District, was present to introduce himself to the Village Board. Mr. Schmidt represents the St. Clair County portion of New Baden. Representative Charlie Meier (109th District) represents the Clinton County portion of New Baden

Guest: Scott Meinhardt

Resident Scott Meinhardt, and New Baden Chamber of Commerce President, was present to commend the Village on the purchase of property for the new Village Hall, Ambulance and Police Department; that it was a location other than the Community Park.

Consent Agenda

A motion was made by Trustee Jackson and seconded by Trustee Locke to approve the Consent Agenda, which includes the of payment of current invoices and minutes from the June 5 and June 20, 2023, regular meetings; the July 3 meeting was canceled due to lack of business. The Consent Agenda also included approving the following: 1) New Baden Farmers Market Request for closure of the Circle Drive at the Village Park for the Fall Market on Saturday, November 4, 2023; and 2) Farmers Market request for the closure of the alley at 100 E Birch St (O.W. Billhartz Civic Center) for the Winter Market on Sunday, December 3, 2023.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

PRN EMT Basic: Selinna Ford

A motion was made by Trustee Thoeming and seconded by Trustee Oster to approve the hiring of Selinna Ford as a PRN (as needed) EMT Basic for the New Baden Ambulance Service.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Termination: Lawn Maintenance Contract 2023: Seasons2Seasons

A motion was made by Trustee Oster and seconded by Trustee Locke to approve the termination of the 2023 Lawn Maintenance Contract with Seasons2Seasons dba S2S. This contract was approved on February 21, 2023. Village Administrator Mahle cited numerous issues with the maintenance, the contractor had been given notice prior to the termination. Trustee Oster commends the Public Works Department for stepping up and maintaining the Village properties in question.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Lawn Maintenance 2023 Bid Award: Blake Twenhafel

A motion was made by Trustee Thoeming and seconded by Trustee Meredith Wheelan to authorize a contract with Blake Twenhafel for the remainder of the 2023 Lawn Maintenance Season for the following areas: Greenmount Cemetery, $320 per cut and New Baden City & St. George Cemetery, $160 per cut, for a combined discounted amount of $475 per cut; Richter School Road, $150 per cut; and West End Welcome Sign, $45 per cut, for a combined discounted amount of $190 per cut. With the termination of the contract with Seasons2Season, Mr. Twenhafel was the only other bid received for the 2023 Lawn Maintenance.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

There being no further business to be brought before the Village Board, a motion was made by Trustee Oster and seconded by Trustee Meredith-Wheelan to adjourn the meeting.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried, and the meeting adjourned at 8:00 pm.
