Macoupin County Board Road and Bridge Committee met Aug. 2.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Kiel, Heuer, Adden, Barr, Rosentreter, Wiggins, Reinhart

ABSENT: Armour

II. AUDIT BILLS

1. Review and Recommend monthly claims

Claims 13738 through 13779 totaling $ 125,183.10 from July were read and claims 13780 through 13810 totaling $ 113,119.07 were read the following motion made:

Motion made by Rosentreter, seconded by Adden to approve the claims and recommend payment by the full board.

RESULT: APPROVED [UNANIMOUS] 

MOVER: Molly Rosentreter, Member

SECONDER: Ross Adden, Member

AYES: Kiel, Heuer, Adden, Barr, Rosentreter, Wiggins

ABSENT: Armour

III. 50/50 PETITIONS

IV. NEW BUSINESS

1. Addendum to construction engineering contract with HLR for the Brighton-Bunker Hill Road project

The Committee considered an addendum to the Construction Engineering Agreement with Hampton, Lenzini and Renwick of Springfield for construction of the first phase of Brighton-Bunker Hill Road. The following motion was made:

Motion made by Wiggins, seconded by Adden to recommend the full board approve Addendum No. 2 to the Construction Engineering Agreement with Hampton, Lenzini, and Renwick for construction inspection of the Brighton

Bunker Hill Road project in an amount not to exceed $315,000.00.

RESULT: MOTION TO RECOMMEND [UNANIMOUS] 

MOVER: Tony Wiggins, Member

SECONDER: Ross Adden, Member

AYES: Kiel, Heuer, Adden, Barr, Rosentreter, Wiggins

ABSENT: Armour

2. Final plat approval for Hurricane Seventh Addition Subdivision

The Committee reviewed the final plat of the Hurricane Seventh Addition Subdivision. The subdivision is located in off Route 108 on west side of Carlinville. Owner Jim Denby was present to answer questions about the subdivision. Reinhart reported that Aaron Coe said all the signoffs had been received as well an acceptable letter of credit. Reinhart has approved the construction plans and received the estimate of cost and the estimate of time. The following motion was made:

Motion made by Heuer, seconded by Barr to recommend the full Board approve the final plat of the Hurricane Seventh Addition Subdivision.

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

SECONDER: Leann Barr, Member

AYES: Kiel, Heuer, Adden, Barr, Rosentreter, Wiggins

V. DISCUSSION

1. Subdivision Ordinance

The Committee discussed the Subdivision Ordinance and approval process at length. Several members expressed dissatisfaction that the process outlined in the county’s subdivision ordinance is not being properly followed and that

landowners are not being given proper guidance. Committee Chairman Kiel will discuss this with Chairman Schmidt.

2. ARPA Projects

The Committee was updated on the ARPA projects. Reinhart is requesting addition of the purchase of a new pressure washer to the ARPA projects.

Reinhart was directed to contact Finance Chairman Payne with the requested project changes so they can be put on the next Finance Committee meeting agenda. There is still no delivery date set for the pickup trucks ordered June 2022.

3. Projects

The Committee briefly discussed current and future projects. Reinhart distributed printouts of the all the open federal sections and open Township Bridge Program sections.
