Village of New Baden Board of Trustees met Aug. 21.

The Regular Meeting of the New Baden Village Board was held on Monday, August 21, 2023. The meeting was held at New Baden Village Hall, 1 E Hanover St, with a physical quorum of the New Baden Village Board present. The meeting was called to order by Mayor Zurliene at 7:00 pm.

Present and answering to roll call: Mayor Taylor Zurliene; Trustees Cindi Meredith-Wheelan, Rebecca Schomaker, Christine Jackson, and Larry Thoeming. Absent: Trustees Bob Oster and Chris Locke. Staff Members Present: Village Clerk Teri Crane; Village Administrator Galen Mahle; Attorney Luke Behme of Bruckert, Behme & Long, P.C.; Public Works Commissioner Tim Deien; Chief of Police Chuck Mackin; and Ambulance Director Allen Gilbert. Staff Members Absent: Treasurer Casey Weekley.

The next Regular Meeting of the Village Board will be held on Tuesday, September 5, 2023

Consent Agenda

A motion was made by Trustee Schomaker and seconded by Trustee Thoeming to approve the Consent Agenda, which includes the of payment of current invoices and minutes from the August 7, 2023, regular meeting.

Ayes: Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: Locke, Oster.

A majority of the Board voting aye, the motion carried.

Ordinance 2023-08-21- A: Finalizing the Creation of a SSA for the Provision of Ambulance Service within the Corporate Limits of New Baden

A motion was made by Trustee Schomaker and seconded by Trustee Meredith Wheelan to pass Ordinance 2023-08-21-A: Finalizing the Creation of a Special Service Area for the Provision of Ambulance Service within the Corporate Limits of the Village of New Baden. This Ordnance sets the initial tax levy amount of 198,527.71 and with a maximum rate of 0.40% within the Village Corporate Limits. The Village will eventually enter into an Intergovernmental Agreement with the Village of Albers, Village of Damiansville and Lookingglass Township for the operation of this SSA in conjunction with their SSA’s as one entity. Mayor Zurliene explained that this tax rate will go into effect on tax bills collected in 2024. There will be a referendum presented to voters at a future election for the formation of an Ambulance District.

Absent: Locke, Oster.

A majority of the Board voting aye, the motion carried.

WWTF: Vaughan Submersible Chopper Pump

A motion was made by Trustee Jackson and seconded by Trustee Thoeming to authorize the purchase of Vaughan 6” Submersible Chopper Pump for $29,951.49 for the Terminal Lift Station at the Wastewater Treatment Facility (WWTF). In August 2021, a similar chopper pump was purchased and was a significant improvement to the WWTF. The existing pump slide bracket will be reused on the new chopper pump.

Increase the Number of Class “C” Liquor Store Liquor Licenses

Mr. Amit Patel has approached the Village requesting a Class “C” Liquor Store Liquor License. Mr. Patel will be purchasing 504 W Hanover St. He plans to open a liquor store in the former Veterinary Office; the Subway Restaurant will remain in operation. Class C Liquor Store Licenses are currently capped at three (3) and are currently issued to Love’s Truck Stop, Market Center/ IGA, and Casey’s General Store. Mr. Patel stated he currently owns four (4) liquor stores in the area, naming Freeburg and Smithton. Mr. Patel plans to open as soon as possible once he is able to obtain the liquor license. He will be making modifications to the unit, hiring staff to operate the store, and will make sure any other necessary repairs to the property are addressed. Mr. Patel did inquire on video gaming at this location; it was stated that New Baden does not have a Liquor License Class to allow for such an establishment. A consensus of the Board was in favor of opening an additional Liquor Store license and directed the Village Attorney to prepare the required Ordinance for approval at the next Regular Meeting.

Wesclin High School Homecoming Parade

A motion was made by Trustee Jackson and seconded by Trustee Meredith Wheelan to approve the closure of Illinois Street from South Railway St to the Park (for Parade Route) and South Railway St from Illinois St to West Missouri St (for Parade Line-up) for the Wesclin High School Homecoming Parade on Wednesday, September 27, 2023 at 5:30pm.

Ayes: Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: Locke, Oster.

A majority of the Board voting aye, the motion carried.

There being no further business to be brought before the Village Board, a motion was made by Trustee Schomaker and seconded by Trustee Meredith-Wheelan to adjourn the meeting.

Ayes: Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: Locke, Oster.

A majority of the Board voting aye, the motion carried, and the meeting adjourned at 7:28 pm.
