Macoupin County Board General Administrative Committee met Oct. 5.

Here are the minutes provided by the committee:

I. CALL TO ORDER

1. Approve Draft Agenda for October Full Board Meeting

Motion by Stayton, seconded by Ibberson to approve the draft agenda.

RESULT: APPROVED [UNANIMOUS]

2. Non-Union Employee Time Sheets

Motion by Ibberson, seconded by Stayton to approve the non-union timesheets. .

RESULT: APPROVED [UNANIMOUS]

3. Update on ElectionStats Website Database Funded through ARPA

Duncan said since this was his committee and ARPA money was spent on this project This new site has every election result he has on file with his office from 1938 to the present. The database is completely interactive so visiters would be able to see each Presidential race in the county if they wanted. They could also search by a name and see each time that candidate appeared on the ballot,

public questions and their text that are on a ballot, as well as the precinct by precinct results. The site also allows for quickly clicking a link and going to that exact page in the original results file. The data is also downloadable.

4. Update on Election Alliance and Work from County

Duncan updated the Board on a project his office had nearly completed with the Election Alliance. The Alliance had created a draft 'How to Design a Pollworker's Manual'. He had provided the email with they sent with the draft email and

explaining that they were asking Macoupin to try and create their own manual using their design manual to see if there were any improvements that could be made. Macoupin had created a draft of their election judge manual that he was excited about and felt judges would appreciate it. Per state statute, the manual needs to be approved by the State Board of Elections, and once it is, he willprovide a copy to the Board.

5. Public Transportation Update

Derek Tiburzi went over the staffing, there are currently 15, but 2 are on extended medical leave. There used to be about 12 drivers a day, they are currently only at 6 drivers a day. They are handling about 80 to 100 trips per day. They are hiring 2 new employees. 1 is a driver and 1 will be an operational manager. The new operation manager is a little bit of a floater who can help with things like small fixes like blinker changes. This will help cut costs and make things more efficient.

He and C. Blank have been working to complete the audit of the program to ensure that all changes are compliant and necessary.

They are also working on reestablishing contracts with some of the third party clients, mainly the Regional Office of Education for the safe schools for trips to three possible locations in Carlinville. They had discussed with MCDD and Illinois Valley, but both programs feel they are able to handle trips on their sufficiently.

He was also proposing a new fare schedule. The new schedule would start December 1st so they can hopefully add a few more drivers. The proposed changes are already submitted to IDOT for preclearance of the fares pending Board approval. The rates are being reduced. This is because the revenue has stabilized. There was a question about the round trip pickups around the county. Tiburzi said that IDOT had suggested that the fare schedule be changed first and then renegotiate the third party contracts in order and put the fixed routes on hold for now. They believed that they would be able to get about 70% of their costs covered by reimbursement and the shortfall would be covered by IDOT grant funds. Tiburzi said that the revenue has been able to be picked up by terminating the contracts they had before, eliminating the passes that were being taken advantage of, and putting medical rides a top priority as they are reimbursed.
