City of Litchfield City Council met Dec. 7.

Public Hearing

The City of Litchfield will hold a public hearing on Thursday, December 7, 2023, at 6:15 p.m., at Litchfield City Hall, 120 E. Ryder St,. Litchfield, IL 62056 to provide interested parties an opportunity to express their views on the proposed federal funded Community Development Block Grant (CDBG) project. Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact Steve Dougherty, Mayor, City of Litchfield, 120 E. Ryder St. Litchfield, IL 62056, (217) 324-5253 no later than December 4, 2023. Every effort will be made to make reasonable accommodations for these persons.

1. A motion to accept the minutes from the November 16, 2023 meeting.

2. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills and process payroll.

1. Building/Planning/Zoning – Ray Kellenberger – A motion to approve an Ordinance amending Appendix “A” of the Municipal Code to create minimum footprint sizes for dwellings.

New Business:

1. Building/Planning/Zoning – Ray Kellenberger – A motion to approve an ordinance authorizing the sale of City owned surplus real estate, addressed as 213 N. Lincoln Street, to Charles James and Amy James pursuant to contract as attached.

2. Building/Planning/Zoning – Ray Kellenberger – A motion to approve an ordinance authorizing the sale of City owned surplus real estate, addressed as 717 S. Franklin, to Ryan Biermann and Nicole Biermann pursuant to contract as attached.

3. Building/Planning/Zoning – Ray Kellenberger – A motion to approve an ordinance amending the zoning classification from S-1 single-family residential to C-1 neighborhood commercial for 705 N. Jefferson. PIN# 10-33-314-001.

4. Economic Development – Ray Kellenberger – A motion to approve the engineering services agreement with Milano and Grunloh Engineers, LLC for the Illinois Department of Commerce and Economic Opportunity Rebuild Downtowns and Main Streets Capital Grant Administration for a cost not to exceed $40,000.

5. Economic Development – Ray Kellenberger - A motion to approve an ordinance authorizing the Mayor to execute a Redevelopment Agreement with Grady CRE, LLC, for the property located at 1B Corvette Drive (PIN#10-32-353-010) located within TIF 1 District.

6. Economic Development – Ray Kellenberger – A motion to approve a resolution of support and commitment of local funds for the Illinois Department of Commerce and Economic Opportunity CDBG Public Infrastructure Grant.

7. Street-Dwayne Gerl – A motion to approve an emergency repair on a 2016 Tymco 435 sweeper auxiliary motor and pick up head from E J Equipment, Inc. for an amount not to exceed $26,409.80

8. Administration – Dan Newkirk – A motion to approve an ordinance regarding the Illinois Paid Leave for All Workers Act for the City of Litchfield, Illinois.

9. Administration – Dan Newkirk – A motion to approve an ordinance placing one referendum question on the ballot for the March 19, 2024 General Election, specifically: Should the City of Litchfield, IL allow for non-highway vehicles (including all-terrain vehicles, golf carts, and recreational off-highway vehicles, but excluding off-highway motorcycles) to be operated within the corporate boundaries of the City of Litchfield?

10. City Clerk – Kassidy Paine – A motion to approve an Ordinance authorizing an Intergovernmental Agreement between the City of Litchfield and the Litchfield Community Unit School District #12 regarding the due date of the water bill.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. Discussion of minutes of meeting lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. (5ILCS 120/2(2)(C)(21)

2. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).

New Business

1. A motion to approve the Executive Session minutes from the November 2, 2023 meeting. .
