1. A motion to accept the minutes from the January 4, 2024 meeting.

2. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills and process payroll.

1. Finance - Kassidy Paine - A motion to accept the City of Litchfield Annual Audit for the year ending April 30, 2023.

2. Economic Development - Ray Kellenberger - A motion to approve the expenditures and hiring of temporary employees for the 2024 Litchfield Pickers Markets in an amount not to exceed $32,000 and authorize the mayor to sign any contracts associated with the event.

3. Economic Development - Ray Kellenberger - A motion to approve an ordinance approving and authorizing the Mayor to execute a revised Development Agreement with Grady CRE, LLC for the property located at 1 B Corvette Drive (PIN# 10-32-353-010) located within TIF 1 District.

4. Building & Zoning - Ray Kellenberger - A motion to approve an Ordinance amending Appendix B of the Municipal Code to list “same as C-1 district” within the C-2 Special Use Category.

5. Building and Zoning - Ray Kellenberger - A motion to approve a Resolution for findings of fact for a Special Use Permit for multi-family dwellings at 121 W. Ryder. PIN#10-33-326-007.

7. Police - Marilyn Sisson - A motion to approve a resolution for the semi-annual Police Radio and Telephone Service intergovernmental agreement with Montgomery County.

8. Police - Marilyn Sisson – A motion to establish an Ordinance disallowing individuals under the age of 21 to be in possession of nicotine products, e-cigarettes, vapes and other smoking devices containing stimulants.

9. Lake - Dan Newkirk - A motion to approve a Resolution setting wages for seasonal Lake Department employees for the 2024 season.

10. Administration - Dan Newkirk - A motion to approve an Ordinance amending Section 111.53 of the Municipal Code to increase the number of Class B liquor licenses from 12 to 13 and to increase the number of Class E liquor licenses from 11 to 12.

11. Water - Jake Fleming - A motion to authorize the advertisement for bids of water treatment chemicals for the upcoming fiscal year.

12. Wastewater Treatment - Jake Fleming - A motion to approve a resolution accepting Korte & Luitjohan’s labor bid to replace the existing Water Treatment Facility’s mechanical bar screen for a cost not to exceed $39,700.00.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. Discussion of minutes of meeting lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. (5ILCS 120/2(2)(C)(21)

2. The setting of a price for sale or lease of property owned by the public body. (5ILCS 120/2(2)(6)

3. “The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.” (5ILCS 120/2(C)(5))

New Business

1. A motion to approve the Executive Session minutes from the December 7, 2023 meeting.

2. A motion to approve an Ordinance authorizing an Eagle Ridge Lakeshore Lease with Lauren and Anthony Bruning for Eagle Ridge Subdivision Lot #34.
