Village of New Baden Board of Trustees met Jan. 16.

Ordinance: 2024-01-16-A: Granting a Special Use Permit for 11401 State Route 161 Allowing Shipping Container Storage

The Regular Meeting of the New Baden Village Board was held on Tuesday, January 16, 2024. The meeting was held at New Baden Village Hall, 1 E Hanover St, with a physical quorum of the New Baden Village Board present. The meeting was called to order by Mayor Zurliene at 7:00 pm.

Present and answering to roll call: Mayor Taylor Zurliene; Trustees Bob Oster, Chris Locke, Cindi Meredith-Wheelan Rebecca Schomaker, Christine Jackson, and Larry Thoeming. Absent: None. Staff Members Present: Village Clerk Teri Crane; Village Administrator Galen Mahle; Attorney Chad Leitch of Bruckert, Behme & Long, P.C.; Public Works Commissioner Tim Deien; Chief Building and Zoning Official Mark Thaler; Chief of Police Chuck Mackin; Treasurer Casey Weekley; and Ambulance Director Allen Gilbert. Staff Members Absent: None.

Treasurer’s Report

Board members reviewed the December 2023 Treasurer’s Reports prepared by Treasurer Weekley.

Plan Commission Recommendation

The Plan Commission Recommendation was presented to the Village Board from the January 9, 2024, Public Hearing. This hearing was for Applicant Terry Calvert for a Special Use Permit at 310 E Hanover St to allow Multiple-Family Dwelling in a Single Family Residence (SR-2) District. The Plan Commission recommends the approval of the Special Use Permit for Mr. Calvert. The Ordinance for the Special Use Permit will be considered at the next Regular Meeting.

Consent Agenda

A motion was made by Trustee Jackson and seconded by Trustee Schomaker to approve the Consent Agenda, which includes the of payment of current invoices and minutes from the December 18, 2023, regular meeting; the January 2, 2024, regular meeting was cancelled due to lack of business. The Consent Agenda also included the approval of the following: 1) New Baden Park Boosters request for use of Village Equipment at Village Park for the Park Clean-Up on Sunday, March 10, 2024 (Rain date 3/17/2024); 2) New Baden Lions Club request to use Village Park grounds for Easter Egg Hunt on Saturday, March 23, 2024 from 9am to 12 Noon (Rain date 3/30/2024); 3) Lions Club request for closure of Circle Drive at Village Park for 2024 Easter Egg Hunt; 4) Approve Closure of alley at 100 E Birch St (O.W. Billhartz Civic Center) on Saturday, March 30, 2024, for Spring Farmers Market; and 5) Approve closure of the Circle Drive at Village Park for the 2024 Farmers Markets on the last Saturday of the month, May to September (5/25, 6/29, 7/27, 8/31, and 9/28).

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Ordinance: 2024-01-16-A: Granting a Special Use Permit for 11401 State Route 161 Allowing Shipping Container Storage

A motion was made by Trustee Schomaker and seconded by Trustee Jackson to pass Ordinance 2024-01-16-A: Granting a Special Use Permit for 11401 State Route 161 Allowing Shipping Container Storage on the Property. This Special Use Permit is a recommendation by the Plan Commission from the Public Hearing held on November 16, 2023. Per the Ordinance, the Special Use Permit is not transferable and will not accrue to any future owner or occupant of the property; and the permit shall terminate if commercial operations cease in an excess of ninety (90) days and no longer has a valid Business License with the Village.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

Resolution 2024-01-16-A: Authorizing the New Baden Ambulance to Participate in Paramedic Apprenticeship Program

A motion was made by Trustee Jackson and seconded by Trustee Schomaker to pass Resolution 2024-01-16-A: Authorizing the New Baden Ambulance to Participate in Paramedic Apprenticeship Program. The Paramedic Apprenticeship Program is through Southwestern Illinois College (SWIC) and allows an individual to obtain Paramedic certification. The program is funded through a grant at no cost to the Village.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Resolution 2024-01-16-B: Authorizing the New Baden Ambulance to Participate in EMT Apprenticeship Program

A motion was made by Trustee Jackson and seconded by Trustee Schomaker to pass Resolution 2024-01-16-B: Authorizing the New Baden Ambulance to Participate in Emergency Medical Technician (EMT) Apprenticeship Program. The EMT Apprenticeship Program is through the Madison County Employment and Training Department and will allow individuals to obtain EMT certification; this is a federally funded grant program.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Appointment: Chief Building & Zoning Official

A motion was made by Trustee Meredith-Wheelan and seconded by Trustee Locke to approve the appointment Village Administrator Galen Mahle as Chief Building and Zoning Official.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

2024 Lawn Maintenance Contracts: Request for Bids

A motion was made by Trustee Jackson and seconded by Trustee Meredith-Wheelan to authorize the Request for Bids for the 2024 Lawn Maintenance Contracts for Village properties. The Request for Bids reflects is for: New Baden City Cemetery, Greenmount Cemetery, Richter School Road at Loves Truck Stop, and the Welcome Sign on West Hanover St.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

There being no further business to be brought before the Village Board, a motion was made by Trustee Jackson and seconded by Trustee Meredith-Wheelan to adjourn the meeting.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried; the meeting adjourned at 7:18 pm.
