Macoupin County Board Finance Committee met Feb. 6.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Payne (Remote), Armour, Adden, Dragovich, Heuer, Kiel, Duncan

ABSENT: Stayton

II. AGENDA ITEMS

1. Update on Audit Bill for Additional Work on Previous Audits

Duncan presented a copy of the bill from the auditors for the additional work that was above and beyond the normal audit. One part was related to the additional work done on the 20 payable 21 tax audit. The second part was due to the extra work due to untimely completion of bank reconciliations and trial balances for the FY 22 audit. The final part was the work in preparing the schedule of accountabilities for the Circuit Clerk. The first two parts should be one time expenses whereas the Circuit Clerk part was built into the new pricing from the letter of engagement signed last year. Duncan said this was not budgeted for but would be taken out of county administration.

2. Discussion of Mid-Year Budget Review

Duncan said that the end of February would be the mid year point for the fiscal year. He wanted to get the feeling of the committee if they wanted to do something in particular in terms of asking officials and department heads where they were at with their budgets. He pointed out that the last few years the sales tax and income tax distributions had come in significantly higher than what was budgeted which allowed for extra revenue at the end of the year. This year, even though a very conservative number was used, those line items are coming in basically on budget, which means they should not expect extra revenue at the end of the year. The committee requested each official, department head, and employee be sent a memo regarding the mid year budget review.

3. Notice from Labor Attorney regarding increase

Duncan said that Schmidt had talked with the labor attorney regarding a potential fee increase. The fee increase of $25 an hour will start on March 1st of this year. Schmidt said he was comfortable with the increase but it was an informational item for the committee and board.
