Village of New Baden Board of Trustees met April 1.

Here are the minutes provided by the board:

The Regular Meeting of the New Baden Village Board was held on Monday, April 1, 2024. The meeting was held at New Baden Village Hall, 1 E Hanover St, with a physical quorum of the New Baden Village Board present. The meeting was called to order by Mayor Zurliene at 7:00 pm.

Present and answering to roll call: Mayor Taylor Zurliene; Trustees Bob Oster, Chris Locke, Cindi Meredith-Wheelan, Rebecca Schomaker, Christine Jackson, and Larry Thoeming. Absent: None. Staff Members Present: Village Clerk Teri Crane; Village Administrator/ Chief Building & Zoning Official Galen Mahle; Attorney John Long of Bruckert, Behme & Long, P.C.; Public Works Commissioner Tim Deien; Building Inspector Mark Thaler; Chief of Police Chuck Mackin; and Ambulance Director Allen Gilbert. Staff Members Absent: Treasurer Casey Weekley.

Electronic Billing for Water/ Sewer Bills

The Village of New Baden is now offering Electronic Billing (E-bill) as an additional option for receiving water and sewer bills. This would replace the postcard bill that is mailed via the USPS. The first mailing included 60 email addresses.

Public Hearing: Fiscal Year 2025 Budget

Prior to the meeting, a Public Hearing was held for the Proposed Fiscal Year 2025 Budget.

Consent Agenda

A motion was made by Trustee Jackson and seconded by Trustee Locke to approve the Consent Agenda, which includes the payment of current invoices, and minutes from the March 18, 2024, regular meeting. The Consent Agenda also included approving the following requests from the New Baden American Legion for the June Jamboree on Friday, June 14 and Saturday, June 15, 2024: 1) Class “E” Liquor License (Civic Organization) for June Jamboree; 2) Sign Request for placement of signs at Village Park; 3) Request the closure of the Circle Drive at the Community Park; and 4) Waiving Fees associated with the Police Protection Policy for June Jamboree 2024.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Resolution 2024-04-01-A: Authorizing the Execution of a Merchant Agreement with AllPaid, Inc.

A motion was made by Trustee Jackson and seconded by Trustee Meredith-Wheelan to approve Resolution 2024-04-01-A: Authorizing the Execution of a Merchant Agreement with AllPaid, Inc. This agreement will allow the Village to process payments by credit card through AllPaid Inc. Payments to be accepted will be for Building/ Occupancy Permits, Utility Bills, Farmers Market, Pavilion and Civic Center Rentals, and Sports fees; at this time, Police Fines will not be paid via credit card.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Resolution 2024-04-01-A: June Jamboree Parade

A motion was made by Trustee Meredith-Wheelan and seconded by Trustee Thoeming to approve Resolution 2024-04-01-A: Authorizing the June Jamboree Parade on Saturday, June 15, 2024, at 5:00pm.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Public Works Department: Collective Bargaining Agreement

Administrator Mahle has been working with the Public Works Department Union Steward Martin Graul on the Collective Bargaining Agreement, the current CBA will expire April 30, 2024. Minor changes have been made: adding Juneteenth as a holiday and the pay scale. The agreement will be considered at the April 15 Regular Meeting.

Ambulance Service: PRN EMT Basic: Jonathan McMinn

A motion was made by Trustee Jackson and seconded by Trustee Schomaker to approve the hiring of Jonathan McMinn as a PRN EMT Basic for the New Baden Ambulance Service.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Public Works Department: Purchase of 2022 Ford F600 Regular Cab Truck with Dump Body

A motion was made by Trustee Oster and seconded by Trustee Schomaker to authorize the purchase of a 2022 Ford F-600 Chassis SD Regular Cab Truck with Dump Body, Plow and Options from Morrow Brothers Ford, Inc., for $83,707. Even though this is a 2022 vehicle, it is still new; it has been on the lot at Morrow Brothers. This new vehicle will replace a 1979 International Dump Truck and a 1996 Ford Super Duty. The old vehicles will be declared surplus at a later date and the Village will accept sealed bids for their sale.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

A majority of the Board voting aye, the motion carried.

Wesclin School District: Perry Weather Safety System Agreement

The Wesclin School District has partnered with Perry Weather Safety System as required by the IHSA (Illinois High School Association). Perry Weather, a severe weather detection company, provides real time weather information and emergency notifications. Wesclin is purchasing the program, approximately $3,000 per year. Since Wesclin conducts outdoor sports in New Baden and Trenton, the cost will be shared with each municipality. Attorney Behme stated with the dollar amount threshold, Administrator Mahle can sign any required documents. The consensus of the Village Board was in favor of this program. Wesclin recognizes the importance of providing a safe environment for those in and around the schools. This state of the art system will alert students, staff and guests of lightning strikes and dangerous weather conditions.

Draft Fiscal Year 2025 Budget Discussion

Fiscal Year 2025 Budget has been reviewed by the Finance Committee. Discussion of the Budget was during the Public Hearing held prior to the meeting.

There being no further business to be brought before the Village Board, a motion was made by Trustee Oster and seconded by Trustee Locke to adjourn the meeting.

Ayes: Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried; the meeting adjourned at 7:19 pm.
