City of Litchfield City Council met May 16.

Mayor’s Report

Appointments:

1. A motion to appoint Robbin Huffman to fill the unexpired term of Dan Newkirk as Alderperson of the 2nd Ward.

2. A motion to approve the following committee appointments:

Economic Development Commission

John Winans – 3 year unexpired term of Mike Treece – May 2027

Meghan Hyam – 4 year term – May 2028

Dan Fleming – 4 year term – May 2028

1. A motion to accept the minutes from the May 2, 2024 meeting.

2. A motion to direct the City Clerk to transfer funds from the city salestax to the City’s general fund to issue checks and authorize to pay the bills and process payroll.

1. Fire - Josh Hughes - A motion to approve an Ordinance declaring a 50” Toro Timecutter Lawnmower as surplus and authorizing its sale, trade in, and/or disposal.

2. Fire - Josh Hughes - A motion to purchase a 2024 John Deere Z950M Ztrak Lawnmower from Sloan Implement for an amount not to exceed $11,150.81.

3. Fire - Josh Hughes - A motion to approve the purchase of an APEX Deluxe 4 – Point system and a Res-Q-Jack Pad from AEC Fire Safety Security for an amount not to exceed $16,370.

4. Finance - Kassidy Paine - A motion to approve a Resolution for an agreement with GovTempsUSA, a division of MGT of America Consulting, LLC, for financial services.

5. Economic Development - Ray Kellenberger - A motion to approve an Ordinance approving and authorizing the Mayor to execute a development agreement for a project in TIF #1 with J & N Enterprises of Illinois Inc. for 4 Thunderbird Circle and other actions related thereto.

6. Economic Development - Ray Kellenberger - A motion to approve a Resolution authorizing the execution of a Gas Main Extension Agreement with Refundable Deposit for NonResidential Developers with Ameren Illinois Company.

7. Building & Grounds - Sara Zumwalt - A motion to reject all bids for the City of Litchfield Carnegie Building Renovation.

8. Building & Zoning - Ray Kellenberger - A motion to approve an Ordinance for a minor subdivision plat for PIN #10-32-300-032, titled Resurvey of Lot 40 of Route 66 Crossing at Litchfield Second Addition.

9. Building & Zoning - Ray Kellenberger - A motion to approve a Resolution for findings of fact for a Special Use Permit for a tattoo parlor at 107 W. Ryder.

10. Building & Zoning - Ray Kellenberger - A motion to approve an Ordinance for a Special Use Permit for a tattoo parlor at 107 W. Ryder, with the restrictions of operating by appointment only and hours of 8am-8pm, contingent upon the passage of a text amendment to allow for tattoo parlors as a Special Use within the C-2 district.

11. Water - Jacob Fleming - A motion to approve a quote from Schindler for elevator repairs for a cost not to exceed $13,700.

12. Water - Jacob Fleming - A motion to approve a Resolution for a Professional Services Agreement with HMG Engineers for water distribution system improvements for an amount not to exceed $378,000.

13. Wastewater - Jacob Fleming - A motion to approve the emergency purchase of three process water pumps for the Waste Water Facility from Missouri Machinery at a cost not to exceed $11,969.22.
