City of Carlinville City Council met June 17.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Demuzio, Alderman LeVora, Alderman Reese, Alderman Wagstaff, Alderman Ober, Alderman Harber, Alderman Link, Mayor Oswald, Deputy City Clerk Julie Stults, Police Chief Graham, Public Works Director Dan Held, and Economic Development Administrator Bobbi Bates

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Levora, motion passed unanimously.

Approval of Bills - Motion made to approve reports and bills by Alderman Demuzio, seconded by Wagstaff, motion passed unanimously.

Correspondence

Carlinville Car Show 2024 Correspondence and Rotary Club Correspondence- Motion to approve and place on file by Alderman Ober, seconded by Levora, motion passed unanimously.

Part-Time Dispatch Correspondence- Motion to except resignation of Payton Drew made by Alderman Link, seconded by Wagstaff, motion passed unanimously.

Carlinville Christmas Market- Motion to approve and place on file made by Alderman Ober, seconded by Levora, motion passed unanimously.

Public Comment

Kris McCurly and Julie Boente from Our Market came and gave the council an update that they have applied for a grant. They also wanted to let the council know they are having a Farmers Market each month and still have booths available for anything that you grow or make for $10 a booth.

Bobbie Bates informed the council that it is pollinator week, and the city will have an orange light in the window for the week to show support.

Old Business

IARWC Update: Dan Held gave the City Council a handout with updates on the project. TIF funds/Standard Addition Sidewalks- Tabled

Property Clean Ups- Bobbie Bates updated they are working on 808 Pine Street and 1021 Johnson Street to get approved to go in and clean up. She also updated the City Council that they had one property the owner cleaned up themselves.

New Business

Ordinance to Appoint Treasurer and City Clerk- Motion to pass the ordinance making the City Clerk and Treasurer position appointed starting at the new fiscal year in 2025 made by Alderman Downey, seconded by Demuzio, motion passed unanimously.

Energy Transition Grant-Bobbie Bates spoke with the City Council about the Energy Transition Community Grant Program. She discussed we have been approved in phase 1 and she is working on phase 2. The City Council had a lengthy discussion about projects for the Grant such as homeless shelter, property tear downs, developing tourism/economic development, something for new businesses or retaining businesses, Lake Campground new bath house, and affordable housing or day care. Bobbi also discussed the school, and the county is also involved and working on ideas for projects.

Motion to adjourn was made by Alderman Downey at 6:34 p.m., seconded by Levora motion passed unanimously.
