City of Greenville City Council met July 2.
Here are the minutes provided by the council:
The [MeetingType] meeting was called to order on Tuesday, July 2, 2024 at 6:00 PM by Mayor George Barber.
1. OPEN PUBLIC MEETING
1.1. Meeting was called to open at 6pm.
1.2. Present Staff were: Jo Hollenkamp, Faye Hessenauer, and Jason Heckmann Present was Lee Beckmann of Milano & Grunloh
Council member Blake Knox was present
Public present: Julie Lambert, Jeff Lambert, Tonie Speraneo, Donna Bristlow Sarah Littlefield, Richaard Franks, Brian Stilt, JoAnn Rokita, Eileen Schurte, and Alan Gaffner.
2. DISCUSSION OF SAFE ROUTE TO SCHOOLS GRANT AND SIDEWALK LOCATION.
2.1. Sidewalk and Stake locations.
Jo explained that the phase two grant had been awarded and also stated that once a grant has been awarded, it is detrimental to the City received future grants if this one is rejected. She further stated that tonight's meeting is not amount having a sidewalk or not, it is only about the placement of the sidewalk. The two choices are a 6' sidewalk set to the back of the curb, or a 5' sidewalk set to the back of the right-a-way. She went on to show the slides of the two choices.
Lee Beckmann explained the stakes that were put out on July 1st and referred to the slide that Jo provided. The orange flag is 6' off the curb, the two pink flags show the front and back of the 5' sidewalk if located in the normal location.
Jo then took questions from the public present.
Alan Gaffner - presented a petition signed by 18 homeowners. 100% of the signatories preferred the sidewalk to be located to the back of the curb.
Note: there was also an email received from the First United Methodist Church requesting that the sidewalk be located to the back of the curb.
JoAnn Rokita - 500 N. Idler Lane - asked will yards go back to original state when project is completed? It was discovered that she was actually referring to the water main replacement project on Idler. Jason was going to look at the problem on July 3rd and resolve any issues.
Toni Speraneo - 1406 Killarney - asked if the sidewalk would infringe upon her sprinkler system. Jo asked if the system was installed in the right-of-way because then the company installing should not have done that and they should move it. The company was Diversified. Jason said he would go out on July 3rd and check the location and if was in the way he would contact the sprinkler company.
Julie Lambert - 1409 Killarney stated that she would not have purchased the new home for over $300K if she had known there would be a sidewalk in the front yard.
Lee B. discussed how the sidewalk could be moved from the east (her side) to the west.
Donna Bristow - 1406 Killarney Drive - who lives on the west side said that even though she would prefer not to have a sidewalk, she feels that the west side location is a better location for the sidewalk and for the City.
Jo followed with the question of what would the owner homeowner who is impacted (there are only two) would feel about it being moved?
An unknown gentleman asked about why in phase 1 did the City not use the main contractor to do the curb grinding?
Lee B. responded with the contractor for the project was an IDOT approved contractor and because they have non-working foreman on the job, their cost is much higher than another contractor that is not IDOT approved. Also, the grant does not cover curb grinding, so an IDOT approved contractor is not necessary for that work and is less expensive. The work still must be ADA compliant.
Jo asked if there were any more questions and there was not, so the meeting was adjourned.
