City of Centralia City Council met July 8.

Here are the minutes provided by the council:

The City Council for Centralia, Illinois met on Monday July 8, 2024, in the Council Chambers at Centralia City Hall. Mayor Kuder called the meeting to order at 6:00 p.m.

ROLL CALL

Present: Mayor Kuder, Council Member Castellari, Council Member Fontanez; Council Member Allen, and Council Member Jackson

Absent: None

Staff Members Present: Andrew Thomson, City Attorney; William Smith, City Manager; Chief Christopher Locke, Police Department; Jeremy Henderson, Finance Director; Gayla Harting, Community Development Director; Jeff Schwartz, Public Works Director; Chief Jeff Day, Fire Department; Derek Sherman, Economic Development Director; Bill Agee, Treasurer; and Kim Enke, Assistant City Manager/City Clerk

PRAYER & PLEDGE OF ALLEGIANCE

Mayor Kuder led the Pledge of Allegiance and Council Member Rob Jackson led the prayer.

AMENDMENTS AND/OR ADDITIONS TO AGENDA

None

PUBLIC PARTICIPATION

Mayor Kuder recognized the service award for Police Department Officer Sergeant Ryan S. Bundy For 10 Years Of Service.

CONSENT AGENDA

A Motion was made by Council Member Allen and seconded by Council Member Castellari to Approve Items 1 and 2 of the Consent Agenda.

1. Approval Of The Minutes Of The June 24, 2024 City Council Meeting

2. Approval Of Payrolls And Vouchers In The Amount Of $627,437.09

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

RESOLUTIONS

Mayor Kuder discussed the donations being offered by The American Legion. Al Simmons representing the Legion and Wayne Sensel were present. Mr. Simmons presented the check to the City Council for the American Legion Roof in Fairview Park and also a check to donate toward the K-9’s of the Centralia Police Department. He expressed his appreciation for the security provided by the department. Mayor Kuder noted the donation provided to the American Legion for fireworks last year when they were having funding difficulties and how they are now providing a donation back to the City to beautify the public space for the residents and visitors. He recognized the relationship and assistance provided in each instance that contributes to the success of the community. A Motion was made by Council Member Jackson and seconded by Council Member Allen to Approve A Resolution Accepting A Donation From The American Legion To Replace Roofing On The American Legion Park Pavilion Located in Fairview Park.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

Mayor Kuder discussed the approval of the water sales agreements that are approximately 40 years old. He noted the need for an increase and the approval of the agreement that has already taken place by the Village of Hoffman. A Motion was made by Council Member Allen and seconded by Council Member Fontanez to Approve A Resolution Approving a Water Sales Agreement between the City of Centralia and the Village of Hoffman.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

Mayor Kuder stated that this contract is similar to the one previously approved on the agenda as well. Council Member Fontanez clarified the new contract amount charged with the rate of $4.10 per thousand gallons to the previous cost of $2.60 per thousand gallons. A Motion was made by Council Member Fontanez and seconded by Council Member Allen to Approve A Resolution Approving a Water Sales Agreement between the City of Centralia and the Hoyleton Rural Water Company.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

Mayor Kuder discussed the approval of the SRO agreement with Centralia High School which is similar to the previously approved contract with the City Schools. He noted the success of the officer and the program at the schools. A Motion was made by Council Member Allen and seconded by Council Member Jackson to Approve A Resolution Approving An Intergovernmental Agreement Between The City Of Centralia And Centralia High School District #200 To Continue A School Resource (SRO) Program.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

REPORTS

Council Member Allen discussed the amount of fun community events provided for the residents and visitors recently in Centralia. She also noted how clean and well-kept the community looks, especially downtown.

Council Member Jackson thanked the American Legion and thanked them for giving back to the community and their commitment to provide the annual celebration. He also noted the success of the Centralia Lake and American Legion fireworks displays.

Mayor Kuder thanked the American Legion and noted the enjoyment of the festivities and the amount of participation in the Veterans parade this year. Mayor Kuder invited the community to attend the upcoming Summer Market on July 20th from 10am – 2pm. He reported that there is a large number of vendors, food and also craft vendors planning to take part.
