City of Centralia City Council met July 22.

Here are the minutes provided by the council:

The City Council for Centralia, Illinois met on Monday July 22, 2024, in the Council Chambers at Centralia City Hall. Mayor Kuder called the meeting to order at 6:00 p.m.

ROLL CALL

Present: Mayor Kuder, Council Member Castellari, Council Member Fontanez; Council Member Allen, and Council Member Jackson

Absent: None

Staff Members Present: Douglas Hoffman, City Attorney; William Smith, City Manager; Chief Christopher Locke, Police Department; Jeremy Henderson, Finance Director; Gayla Harting, Community Development Director; Jeff Schwartz, Public Works Director; Chief Jeff Day, Fire Department; Derek Sherman, Economic Development Director; Bill Agee, Treasurer; and Kim Enke, Assistant City Manager/City Clerk

PRAYER & PLEDGE OF ALLEGIANCE

Mayor Kuder led the Pledge of Allegiance and Council Member Jackson led the prayer.

AMENDMENTS AND/OR ADDITIONS TO AGENDA

PUBLIC PARTICIPATION

Mayor Kuder recognized Public Property Maintenance Operator Richard D. Such Jr. And Street Maintenance Operator Jason M. Arning For 10 Years Of Service.

Jennifer Stilt addressed the City Council regarding the stray animal population, requesting a trap, neuter, and release program for stray animals be started by the City. She also addressed her concern with the number of drivers that are speeding throughout the community and the need for the placement of the speed sign. Council Member Jackson asked if Ms. Stilt was aware of state or federal funding for animal spaying or neutering. She stated that she was aware of some influencers that assist but would research for other funding and report back to him.

CONSENT AGENDA

A Motion was made by Council Member Fontanez and seconded by Council Member Allen to Approve Items 1-8 of the Consent Agenda.

RESOLUTIONS

City Manager Smith stated that the first two items for consideration and listed under resolutions on the agenda were related. He reported that emergency line repairs were made to the 12” cast iron water line that serves Kaskaskia College and the Centralia Correctional Facility on multiple occasions in the past two months that have caused the closure of the school and no water available to the Prison. This caused the need for water lines to be replaced over the course of several days throughout May and June for a total of $23,121.48. He stated that the City met with leaders of Kaskaskia College, the Centralia Correctional Facility, and State Representatives to discuss the recent repairs, possible construction plans, and funding opportunities. Due to the threat of further issues, the City is working with Curry and Associates to complete engineering with the goal of obtaining funding to complete the replacement of this line in its entirety. He added that this is another water infrastructure project in addition to the other ongoing major projects involving water service and the water treatment plant. He noted the age of the infrastructure being an estimated 50-60 years old and the wear and tear that the city is seeing. A Motion was made by Council Member Castellari and seconded by Council Member Fontanez to Approve A Resolution Approving The Payment Of Invoices Presented For

Expenses Incurred From Utility Pipe Sales For Pipe Supplies In Conjunction With Several Emergency Repairs Made To Water Service Lines Serving Kaskaskia College And The Centralia Correctional Facility For A Total of $23,121.48.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

City Manager Smith noted that the item previous to this resolution for consideration is related and elaborated on the meeting to discuss the need for the replacement of this line and possible funding. He added that this project includes the engineering services to accomplish the replacement of approximately 20,000 LF of 12” cast iron treated water transmission main with new 12” PVC treated water transmission main, with connections to existing water mains, from the intersection of Jolliff Bridge Road at Illinois Route 161 to the interconnect with existing 12” PVC treated water transmission main at the Kaskaskia College Water Tower. He stated that the engineer will perform engineering services throughout the design, bidding, and construction guidance phase. This scope is specifically broken into two phases of Engineering Services including design and permitting necessary to assist with funding applications and construction engineering which will include formal bidding and construction engineering services. Phase 2 will only be advanced upon the receipt of funds to support the project. Therefore, Phase 2 services will only commence upon formal notification per this agreement. He added that this action shows that the City is invested and working on engineering and looking for funding for this project as well as the other ongoing projects. Council Member Castellari questioned if the college or the prison had any financial responsibility. City Manager Smith stated that they do not. Council Member Castellari also asked if the line the city is connecting to is the City’s and City Manager Smith stated that it is the City’s line and property. A Motion was made by Council Member Jackson and seconded by Council Member Allen to Approve

A Resolution Approving An Agreement With Curry & Associates Engineers Inc. For Engineering Services Including Construction Of A New 12” Water Line The Kaskaskia College Water Tower That Services Kaskaskia College And The Centralia Correctional Facility.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

City Manager Smith explained that further review of this resolution presented by IDOT for MFT is needed and requested that it be tabled by the City Council. A Motion was made by Council Member Allen and seconded by Council Member Jackson to Table A Resolution Approving Supplemental Funding Under The Illinois Highway Code For The Milling and Resurfacing of Portions of Frazier Avenue, Sara Drive, and Nancy Drive.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

REPORTS

City Clerk Enke provided information about the 2025 Consolidated Election including the circulation and filing period dates.

Council Member Fontanez noted the necessity of waiving the speed limit for the boat races. He recognized the police and fire department for their work in the community recently for a variety of events and also thanked them for their service to the community. He added that he loves seeing the community come together.

Council Member Jackson asked Ms. Stilt if other communities have a spay and neuter programs and she stated that she believed Salem has this program.

Mayor Kuder thanked Mimi Hawkins and Christy Kuder for their involvement in planning the Summer Market. He noted the increased number of craft and food vendors and crowds.
