City of Carlinville City Council met Sept. 3.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman Ober, Alderman Wagstaff, Alderman Demuzio, Alderman Link, Alderman Reese, Alderman LeVora, City Clerk Carla Brockmeier, Mayor Oswald, Chief Derek Graham, Budget Officer Linda Boente, City Treasurer Jody Reichmann, Bobbi Bates Zoning Administrator

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by LeVora, motion passed unanimously.

Approval of Bills - Motion was made to approve bills by Alderman Harber, seconded by Link motion passed unanimously.

Police Report – FYI

Correspondence

Girth Correspondence

Young Correspondence- both resignations for part-time Girth and full-time Young were accepted and placed on file, after a motion was made by Alderman Wagstaff, seconded by Ober, motion passed unanimously.

Walmart Correspondence

CHS Varsity Cheer Correspondence – both Walmart and Varsity cheer were granted permission for their request for cheer to sell Krispy Kreme and Walmart to use 4 parking spaces on the square for Merchants Night.

Public Comment

Dave Rathgeb and Jennifer Whitlock appeared before the council to complain of the street conditions in Carlinville. Whitlock also expressed she would like to see the water tower at Tower Grove painted.

Old Business

IDOT Requested Revisions to Shipman Rd MFT/RBI Documentation – Approval was given for the MFT funds for the Shipman Blacktop, totaling $$389,953.00, after a motion was made by Alderman Harber, seconded by Demuzio, motion passed unanimously.

OSLAD Grant Resolution – Motion to sign resolution approving application for the OSLAD grant for the park board by Alderman Downey, seconded by Wagstaff, motion passed unanimously.

Old PD Windows – Window in the back of the budling will be replaced with stationary windows by Glasscutters for a price of $4,400.00. Motion to approve was made by Alderman Harber, seconded by Ober, motion passed unanimously.

Open Farm Lease Bids – Bids were opened by the mayor, a bid of 105.00 an acre by Johnson Family Farms, $155.00 an acre by Keith Grey. This item will go to the public lands committee for discussion.

Water Bill Changes – Changes to water bills were approved after a motion was made by Alderman Ober, seconded by Demuzio. Shut off notices will no longer be sent; explanation will appear on water bills.

Review of Bids Schein Elevated Storage Tank Rehabilitation – Approval of a bid of $401,550.00 and an alternate of $189,900.00 was approved for repair and rehabilitation of Schien water tower, after a motion was made by Alderman Demuzio, seconded by Link, motion passed unanimously.

New Business

Eagle Scouts – Britton Samuel Mitchell, Matthew James Eldred, Samuel Louis Wilson – Eagle Scout Britton Mitchell painted handicapped spaces at city hall and the square and Sam Wilson rehabbed the American Legion and were both presented proclamations by the mayor.

Permission to Hire FT Police Officer – Motin was made by Alderman Downey to approve replacing a full-time officer, seconded by LeVora, motion passed unanimously.

Fall Clean-Up Dates Oct 4th and 5 - FYI

Emergency Purchase for WWTP Equipment – Approval was given to replace a roto press reducer and a bar screen reducer for a price of $10,127.00 plus shipping at the wastewater treatment plant after a motion was made by Alderman Downey, seconded by Demuzio, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:37 p.m., seconded by LeVora motion passed unanimously.
