Macoupin County Board Road and Bridge Committee met Sept. 4.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Kiel, Heuer, Adden, Armour, Barr, Rosentreter, Wiggins, Reinhart

ABSENT:

Guests: Kortni Pabst and Scott Jansen from Apex Clean Energy and Jeff Brown

II. AUDIT BILLS

1. Review and Recommend monthly claims

Claims 14302 through 14339 totaling $ 109,228.13 were read and the following motion made:

Motion made by Armour, seconded by Rosentreter to approve the claims and recommend payment by the full board.

RESULT: APPROVED [UNANIMOUS] 

MOVER: Todd Armour, Member

SECONDER: Molly Rosentreter, Member

AYES: Kiel, Heuer, Adden, Armour, Barr, Rosentreter, Wiggins

III. 50/50 PETITIONS

1. South Otter #38

The following 50/50 project petition was presented:

Project Estimate County Share

South Otter #38 $ 25,000.00 $ 12,500.00 The County’s obligation for the project will be the “County Share” only.

Motion made by Rosentreter seconded by Barr to approve the petition and recommend passage by the full board.

RESULT: MOTION TO RECOMMEND [UNANIMOUS] 

MOVER: Molly Rosentreter, Member

SECONDER: Leann Barr, Member

AYES: Kiel, Heuer, Adden, Armour, Barr, Rosentreter, Wiggins

IV. NEW BUSINESS

1. RBI resolution for Brighton-Bunker Hill Road project

The agenda item did not need to be discussed.

V. OLD BUSINESS

1. Lotus Wind Road Use Agreement

The Committee reconsidered the final Road Use Agreement for the Lotus Wind Farm after having a month to review the document. There were no questions from the committee and the following motion was made:

Motion made by Armour, seconded by Adden to approve of the Lotus Wind Farm Road Use Agreement and recommend acceptance by the full board.

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

2. Gander Pointe Minor Subdivision

The Committee also reconsidered the final plat of the Gander Pointe Minor Subdivision. The subdivision is located in Section 20 of Brighton Township along Brown Road. All signoffs have been received. The owner has provided the necessary soil analysis to the Public Health Department and it was determined the lots were able to support a private sewage disposal system. Following motion was made:

Motion made by Armour, seconded by Adden to approve the Gander Pointe

Minor Subdivision and recommend acceptance by the full board.

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

VI. DISCUSSION

1. ARPA

The Committee was updated on the ARPA projects. Rosentreter suggested

ARPA funds be used to replace the Highway Department’s larger mower tractors. The committee expressed concerns that the not all the money will be obligated by the December 31, 2024 deadline. Reinhart said he is still hopeful that bridges will be under contract under the deadline. Reinhart reported that a mini-hoe has been purchased and delivered. Reinhart is also looking to replace the 1998 Isuzu.

There was also a discussion about getting the floor of the salt building completed and the purchase of a grader.

There was a brief discussion concerning Renken Road. Highway Department currently has projects on the Emmerson Airline and Brighton-Bunker Hill Road. IDOT has also informed Reinhart that Madison County has an equal responsibility on the road but has refused to assist with the road.

2. Ironwing Entrance

Chairman Schmidt was present to further discuss the Ironwing driveway entrance on the new section of Brighton-Bunker Hill Road. Chairman Schmidt expressed that he understood Mr. Ironwing’s concerns. Most of the Committee members have looked at the entrance. Reinhart reminded the Committee that States Attorney Garrison had previously advised to direct Mr. Ironwing to his office since Mr. Ironwing had indicated that he had retained legal representation. Chairman Schmidt is going to talk to States Attorney.
