Village of New Baden Board of Trustees met Oct. 21.

Here are the minutes provided by the board:

The Regular Meeting of the New Baden Village Board was held on Monday, October 21, 2024. The meeting was held at New Baden Village Hall, 1 E Hanover St, with a physical quorum of the New Baden Village Board present. The meeting was called to order by Mayor Zurliene at 7:00 pm.

Present and answering to roll call: Mayor Taylor Zurliene; Trustees Bob Oster, Chris Locke, Cindi Meredith-Wheelan, Rebecca Schomaker, Christine Jackson, and Larry Thoeming. Board Members Absent: None. Staff Members Present: Village Clerk Teri Crane; Village Administrator/ Chief Building & Zoning Official Galen Mahle; Attorney Luke Behme of Bruckert, Behme & Long, P.C.; Chief of Police Chuck Mackin; Public Works Commissioner Tim Deien; Ambulance Director Allen Gilbert; and Treasurer Casey Weekley. Staff Members Absent: None

Consolidated Election: April 1, 2025

Petition Packets for the April 1, 2025, Consolidated Election became available August 20. Petitions can be filed November 12-18, 2024.

Community & Economic Development Committee Meeting

The Community & Economic Development Committee will have a Committee Meeting on Tuesday, October 22 at 5:30 pm at Village Hall.

Town Hall Meeting: Lookingglass Emergency Services District

A Town Hall Meeting will be on Tuesday, October 29 at 6 pm at the O.W. Billhartz Civic Center, 100 E Birch St. This Town Hall will be held to inform and answer questions regarding the Lookingglass Emergency Services District Referendum Question on the November 5, 2024, Ballot.

Consent Agenda

A motion was made by Trustee Schomaker and seconded by Trustee Jackson to approve the Consent Agenda, which includes the of payment of current invoices, and minutes from the September 16, 2024, regular meeting; the October 7, 2024, regular meeting was cancelled due to lack of quorum.

Ayes: Trustees Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried

Resolution 2024-10-21-A: New Baden Fire Protection District Christmas Parade

A motion was made by Trustee Jackson and seconded by Trustee Schomaker to approve Resolution 2023-10-16-A: Authorizing the New Baden Fire Protection District Christmas Parade on Sunday, December 15, 2024, at 5:00pm.

Ayes: Trustees Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Bid Award: 2024 Sanitary Sewer Lining Project

Bids were due on October 15 for the 2024 Sanitary Sewer Lining Project. Bids are as follows: 1) Visu-Sewer of Missouri, LLC, $69,500.25; 2) SAK Construction, LLC, $70,863.00; 3) Insituform Technologies, LLC, $83,909.06; and 4) KHL Construction, LLC, $101,752.00.

A motion was made by Trustee Oster and seconded by Trustee Jackson to authorize the low bid award to Visu-Sewer of Missouri, LLC for $69,500.25 for the 2024 Sanitary Sewer Lining Project. The project was budgeted at $80,000; Public Works Commissioner

Deien will work with HMG Engineers and Visu-Sewer to add other areas to the project.

Ayes: Trustees Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Pay Request #1: Richter School Road Ditch Improvements: Diekemper Excavating, LLC

A motion was made by Trustee Jackson and seconded by Trustee Schomaker to authorize Pay Request #1 to Diekemper Excavating LLC for the Richter School Road Ditch Improvements Project in the amount of $16,395.97. The remaining balance is the 5% retainage, $862.95.

Ayes: Trustees Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Bid Awards: Surplus Vehicles: Public Works Dept. and Police Dept.

Sealed bids were due on October 2, 2024, for four (4) vehicles that were declared surplus by ordinance belonging to the Public Works Department and the Police Department. Received bids were as follows:

Bid Award: Surplus Public Works Vehicle: 1979 International Harvester Dump Truck

A motion was made by Trustee Jackson and seconded by Trustee Locke to authorize the sale of the 1979 International Harvester Dump Truck to Jerry Kunz for $833.00.

Ayes: Trustees Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Bid Award: Surplus Public Works Vehicle: 1996 Ford Dump Truck

A motion was made by Trustee Jackson and seconded by Trustee Locke to authorize the sale of the 1996 Ford Dump Truck to Brandon Schomaker for $5,167.77.

Ayes: Trustees Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Bid Award: Surplus Police Dept Vehicle: 2012 Ford Explorer

A motion was made by Trustee Jackson and seconded by Trustee Thoeming to authorize the sale of the 2012 Ford Explorer to Gary Casey for $5,500.00.

Ayes: Trustees Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Bid Award: Surplus Police Dept Vehicle: 2014 Ford F 150

A motion was made by Trustee Jackson and seconded by Trustee Schomaker to authorize the sale of the 2014 Ford F-150 to Chuck Mackin for $8,055.00.

Ayes: Trustees Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Former Trustee Bill Malina

Mayor Zurliene offered condolences to the family of former Village Trustee Bill Malina. Mr. Malina passed away on October 6, 2024. Mr. Malina was appointed to the Library Board in November 1999; was elected to the Library Board in April 2001; was appointed to the Village Park Board in June 2001, and was elected to the Village Board in April 2003, where he served for 16 years (4-terms) through May 2019.

There being no further business to be brought before the Village Board, a motion was made by Trustee Jackson and seconded by Trustee Schomaker to adjourn the meeting.

Ayes: Trustees Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried; the meeting adjourned at 7:28 pm.
