Village of New Baden Board of Trustees met Nov. 4.

Here are the minutes provided by the board:

The Regular Meeting of the New Baden Village Board was held on Monday, November 4, 2024. The meeting was held at New Baden Village Hall, 1 E Hanover St, with a physical quorum of the New Baden Village Board present. The meeting was called to order by Mayor Zurliene at 7:00 pm.

Present and answering to roll call: Mayor Taylor Zurliene; Trustees Bob Oster, Chris Locke, Cindi Meredith-Wheelan, Rebecca Schomaker, Christine Jackson, and Larry Thoeming. Board Members Absent: None. Staff Members Present: Village Clerk Teri Crane; Village Administrator/ Chief Building & Zoning Official Galen Mahle; Attorney Luke Behme of Bruckert, Behme & Long, P.C.; Chief of Police Chuck Mackin; Public Works Commissioner Tim Deien; and Ambulance Director Allen Gilbert. Staff Members Absent: Treasurer Casey Weekley.

Consolidated Election: April 1, 2025

Petition Packets for the April 1, 2025, Consolidated Election became available August 20, 2024. Petitions can be filed November 12-18, 2024.

Consent Agenda

A motion was made by Trustee Schomaker and seconded by Trustee Jackson to approve the Consent Agenda, which includes the of payment of current invoices, and minutes from the October 21, 2024, regular meeting.

Ayes: Trustees Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Resignation: Kyle Banker, Police Officer

A motion was made by Trustee Schomaker and seconded by Trustee Locke to accept the resignation of Full-time Police Officer Kyle Banker, effective October 19, 2024.

Ayes: Trustees Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

2024 Tax Levy Approach

Village Administrator Mahle reported on the Tax Levy approach for the 2025 Tax Levy. Mr. Mahle has been working on the Tax Levy and will propose several scenarios. Tax Levy details: 1) November 18, 2024: Authorize 2025 Tax Levy Estimates; 2) December 16, 2024: 2025 Tax Levy Public Hearing at 6:30pm (if necessary); and 3) December 16, 2024: 2025 Tax Levy Ordinance approval.

Discussion: Amend Zoning District Regulations: Community Business (CB); Highway Business (HB); and Light Industrial (LI)

The Community & Economic Development Committee met on October 22, 2024, to discuss amending the Zoning Code Light Industrial (LI) District. At that meeting, the committee made recommendations to change Community Business (CB) (Zoning Code 40-2-37); Highway Business (HB) (Zoning Code 40-2-43); and Light Industrial (LI) (Zoning Code 40-2-50). Village Administrator Mahle presented the Committee recommendations to Attorney Behme for review; which mainly pertained to design standards and building materials in the three (3) zoning districts. Attorney Behme reviewed the proposed changes and presented his concerns to the Board. Upon discussion, Attorney Behme will prepare ordinances for these amendments to be considered at the next regular meeting.

There being no further business to be brought before the Village Board, a motion was made by Trustee Jackson and seconded by Trustee Schomaker to adjourn the meeting.

Ayes: Trustees Oster, Locke, Meredith-Wheelan, Schomaker, Jackson, Thoeming. Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried; the meeting adjourned at 8:06 pm.
