City of Litchfield City Council met Dec. 19.

Here are the minutes provided by the council:

Mayor Steven Dougherty called the Regular Meeting to order at 6:30 p.m. The Pledge of Allegiance was led by Boy Scout Troop #89. Present on roll call were Alderpersons Josh Hughes, Jacob Fleming, Kassidy Paine, Dwayne Gerl, Marilyn Sisson, Sara Zumwalt, Robbin Huffman, and Ray Kellenberger. The Mayor declared that a quorum was present.

Mayor Steve Dougherty announced that the first order of business was employee recognition for 20 years of service for Curt Evans and five years of service for Colton Faure, Tylor Knisley, and Connie Joyce.  Connie Joyce was present and accepted her certificate.  Mayor Dougherty stated his appreciation for the City’s exemplary employees.

Public Participation: 

Ciara Hay of 2 Deer Hollow, Litchfield, Illinois addressed the City Council regarding a minor subdivision and ordinance changes to Hay Subdivision. She explained they are wanting to build a house with a home for her grandmother next door.  She has taken all necessary measures and is working with Street Superintendent Dave Crocks planning the lane to her grandmother’s proposed house. The Plan Commission held a public hearing and voted to recommend Ciara Hay’s requests to the City Council.

Other Business:

Alderperson Gerl made a motion, seconded by Alderperson Sisson, to accept the minutes from the December 5, 2024, regular meeting. 

The Mayor directed a roll call vote. 

Aye:  Sisson, Zumwalt, Huffman, Fleming, Hughes, Kellenberger, Gerl and Paine.

Nay:  None.

Absent:  None.

Motion carried.

Alderperson Gerl made a motion, seconded by Alderperson Fleming to direct the transfer of funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills and process payroll. 

The Mayor directed a roll call vote. 

Aye:  Sisson, Zumwalt, Huffman, Fleming, Hughes, Kellenberger, Gerl and Paine.

Nay:  None.

Discussion:

Lee Beckman gave a grant update from Milano and Grunloh Engineering. Mr. Beckman addressed current and future projects, costs and funding including EDP/TARP grant, the Safe Routes To School grant, OSLAD, EAP Grant, infrastructure grants, energy grants, BRIC Grants, Downtown grants, TIF, grants to upgrade city property such as water plants, sewer plants etc. and an Unsewered Planning Grant for the Horseshoe Lane area, among others. Many of these grants are for 2025.

Building & Zoning:

The Plan Commission of the City of Litchfield recommended to City Council, a minor subdivision for the purpose of dividing parcel#10-35-100-054 to provide for two dwelling locations on Yaeger Lake Trail in Deer Hollow subdivision.

Alderperson Kellenberger made a motion, seconded by Alderperson Gerl to approve an ordinance to approve a minor subdivision plat for the Hay Subdivision for the purpose of dividing PIN#10-35-100-054 into two tracts.

The Mayor directed a roll call vote. 

Aye:  Sisson, Zumwalt, Huffman, Fleming, Hughes, Kellenberger, Gerl and Paine.

Nay:  None.

Absent: None.

Motion carried.

Building & Zoning:

The Plan Commission of the City of Litchfield recommended to City Council, a zoning change from A-1 Agricultural to S-1 Single family residence for the purpose of dividing parcel #10-35-100-054 to provide for two dwellings, with proper setbacks, located on Yaeger Lake Trail in Deer Hollow subdivision.

Alderperson Kellenberger made a motion, seconded by Alderperson Fleming to approve an ordinance amending the zoning classification from A-1 agricultural to S-1 single family residential for the Hay Subdivision.

The Mayor directed a roll call vote. 

Aye:  Sisson, Zumwalt, Huffman, Fleming, Hughes, Kellenberger, Gerl and Paine.

Nay:  None.

Absent: None.

Motion carried.

Building & Zoning:

The Plan Commission of the City of Litchfield recommended a zoning change for 601 S. State, formerly Sihler School, parcel pin # 15-04-176-017, Montgomery County, Illinois for the purpose of renovating the school into apartments.

Alderperson Kellenberger made a motion, seconded by Alderperson Zumwalt to approve an ordinance to amending the zoning classification from S-1 single family residential to M-F multifamily residential for 601 S. State Street.

The Mayor directed a roll call vote. 

Aye:  Sisson, Zumwalt, Huffman, Fleming, Hughes, Kellenberger and Gerl.

Nay:  None.

Absent: None.

Abstain: Paine.

Motion carried.

Fire:

Leaking was found in the extension cylinders on Ladder Truck 803 during a weekly apparatus check. The leaks continued to become worse.

Alderperson Hughes made a motion, seconded by Alderperson Huffman to authorize an emergency repair of the ladder extension cylinders on Ladder Truck 803 by Mac’s Fire & Safety for an amount not to exceed $46,067.

The Mayor directed a roll call vote. 

Aye:  Sisson, Zumwalt, Huffman, Fleming, Hughes, Kellenberger, Gerl, and Paine.

Nay:  None.

Absent:  None.

Motion carried.

Administration:

Approval of meeting and holiday dates for the 2025 calendar year with City Council Meetings being held twice a month at 6:30 p.m. on the first and third Thursday of each month.

Alderperson Huffman made a motion, seconded by Alderperson Kellenberger to approve the 2025 regular meeting dates of the city Council of the City of Litchfield, Montgomery County, Illinois, and the Holiday schedule.

The Mayor directed a roll call vote. 

Aye:  Sisson, Zumwalt, Huffman, Fleming, Hughes, Kellenberger, Gerl, and Paine.

Nay:  None.

Absent:  None.

Motion carried.

Executive Session

Alderperson Fleming made a motion, seconded by Alderperson Hughes, to enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, section 120, to address these certain and restricted items:

  1. “Discussion of minutes of meeting lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06.”  (5 ILCS 120/2(2) (C) (21)
The Mayor directed a roll call vote. 

Aye:  Sisson, Zumwalt, Gerl, Huffman, Paine, Fleming, Hughes, Kellenberger.

Nay:  None.

Absent:  None.

Motion carried.

Executive Session was entered into at 6:51p.m.

Alderperson Zumwalt made a motion, seconded by Alderperson Kellenberger to return to open session at 6:59 p.m. The Mayor directed a roll call vote.

Aye:  Sisson, Zumwalt, Gerl, Huffman, Paine, Fleming, Hughes, Kellenberger.

Nay:  None.

Absent:  None.

Motion carried.

New Business:

Alderperson Zumwalt made a motion, seconded by Alderperson Gerl to approve the Executive Session minutes from the November 7, 2024, with changes from Fleming to Hughes in two places and the November 17, 2024, Executive Session minutes as written. 

The Mayor directed a roll call vote.

Aye: Sisson, Zumwalt, Gerl, Huffman, Paine, Fleming, Hughes, Kellenberger.

Nay: None.

Absent: None.

Motion carried.

Having no further business, Alderperson Kellenberger made a motion, seconded by Alderperson Gerl to adjourn the regular meeting of the Litchfield City Council.  The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7:00 p.m.
