The City Council for Centralia, Illinois met on Monday February 10, 2025, in the Council Chambers at Centralia City Hall. Mayor Kuder called the meeting to order at 6:00 p.m.
ROLL CALL
Present: Mayor Kuder, Council Member Castellari, Council Member Fontanez, Council Member Allen and Council Member Jackson

PRAYER & PLEDGE OF ALLEGIANCE
Mayor Kuder led the Pledge of Allegiance and Council Member Fontanez led the prayer.

CONSENT AGENDA
A Motion was made by Council Member Fontanez and seconded by Council Member Jackson to Approve Items 1-5 of the Consent Agenda.

2. Approval Of Payrolls And Vouchers In The Amount Of $ 2,386,790.21
3. A Resolution Authorizing The Use Of Raccoon Lake For Boat Races Hosted By The National Boat Racing Association
4. A Resolution Approving An Estoppel Agreement For A Mortgage In Reference To Lake Lease Site R-9

REPORTS AND COMMUNICATIONS

BIDS
City Manager Mahle reviewed the MFT bid opening and bids received from Beelman Logistics at the rate of $47.67 per Ton which was under the estimate of $50.00 per unit for 1200 Tons. The total bid was $57,204.00. He also stated that bids were received from Don Anderson Company, Inc., for the bituminous aggregate materials at the rate of $3.11 per Gallon. The estimate for this was $3.35 per unit for 18,000 gallons. The total bid was $55,980.00. A Motion was made by Council Member Allen and seconded by Council Member Castellari to Approve The Bids From Don Anderson Company, Inc. For Bituminous Materials And From Beelman Logistics For Seal Coat Aggregate For The 2025 MFT Oil And Chip Rehabilitation And Resealing Program Contingent Upon IDOT Approval.

ORDINANCES
Mayor Kuder discussed the recent decreases in the number of Class A and Class C license and the requested increase of a Class E license for an existing restaurant. A Motion was made by Council Member Fontanez and seconded by Council Member Jackson to Approve An Ordinance Amending The Centralia Municipal Code Regarding An Amendment To Decrease The Number of Class A and Class C licenses, and Increase The Number of Class E Liquor Licenses.

City Manager Mahle reported that In conjunction with the improvements planned at Fairview Park, it has been determined that along with the playground improvements, electrical upgrades would be beneficial for additional safety and security. He added that the approval of the ordinance allows for the execution of an easement for perpetual underground electrical rights to approximately 15’ in width underground electrical lines running along the playground area at Fairview Park. The construction part of the project will include the removal of 3 poles that are currently overhead lines and will provide for the construction and installation of 4 black LED lights with underground electrical lines. Ameren will be providing the Lighting, Electrical lines and complete the removals and installation of their lines. It is estimated to be approximately $100,000 in cost savings and will also provide for more efficient lighting. This part of the improvements to the park will be paid for with TIF #5 funds. A Motion was made by Council Member Jackson and seconded by Council Member Allen to Approve An Ordinance Granting A Perpetual Underground Electrical Easement To Ameren Illinois And Approving The Construction Costs Of $36,002.43 At Fairview Park.

Council Member Fontanez expressed his appreciation of the support he received from the community recently after the passing of his Mother.
Mayor Kuder congratulated the Orphans for their continued wins and their success they are having this season. He also congratulated the Murray Center Mustangs who have won their first basketball game.

A motion was made to adjourn the meeting. A majority of the Council voting aye, the motion carried, and the meeting was adjourned at 6:11 p.m.
