10.2 Resolution Authorizing Execution and Amendment of 5311 Sanson said this was a resolution authorizing the Board to apply for the 5311 grant that helps fund the Public

12. Unfinished Business

12.1 FY 24-25 Month 5 General Fund Revenue Report

Duncan discussed the revenue so far this fiscal year. They are running slightly behind where you would expect to be percentage wise and are barely ahead of where they were last fiscal year. The sales tax is down a little bit while the income tax is up a little bit, basically evening out. Personal property replacement tax is also down significantly. Overall, compared with last fiscal year at this point, they are running a slight deficit of 134,365 compared to the surplus at this point last fiscal year of 507,011. Again, he didn't think this would be a break glass moment, but an important reminder that this would be a very tight fiscal year.

12.2 Grant Manager Job Description and Budgeted Salary for Grant Manager Klausing discussed that the state had requested that additonal information be provided on the grant manager job description. She had brought one to the committee to review and they had also set an initial budget for salaries at $60,000.

None of this was written in stone but would get the grant finalized.

12.3 Update on Sale of County Properties

Duncan said that the two property sales are currently out. The property south of Carlinville is being run through a trustee sale. Duncan said McGartland wanted the Board to know that no bids had been received yet. The deadline for bids on that property was February 21st. The 2.55 acres north of Carlinville was also currently accepting bids. The bid deadline was at the end of the month and currently there are no bids submitted.

13. New Business

13.1 Construction Engineering agreement with Cummins Engineering for the construction of the Lotus Wind Farm Reinhart said this was the agreement that was tabled the month before. It had been recommended in the committee that a seperate fund be set up for the road use agreement. Lotus would be depositing a million dollars into it to cover the costs. The highway department and Treasurer would be handling this fund while the permit fee fund would remain with the Clerk.

13.5 Adding Treasurer as Second Signer on All Accounts Currently Not Handled by Clerk & Treasurer

Payne said that the Finance committee had recommended adding the Treasurer as a second signer on all accounts not currently handled by Clerk and Treasurer. There was some discussion about how to handle the transition and the work load on the Treasurer. The Board felt tabling it a month for further discussion was a good idea but felt strongly something needed to happen on it.

13.6 Reports for Monthly Claims and Officers Report Payne discussed that the Finance committee had another meeting about the claims and officers report. They were going to again remind all officials and department heads about submitting their reports for the claims and officers report and tell them for any officials or department heads that have funds not run through the Clerk & Treasurer's office need to start reporting a monthly reconciliation report if they are not already. If there is continued lack of submitting, there was a discussion about not paying non-payroll related bills until they are submitteed.
