1. A motion to accept the minutes from the March 6, 2025 meeting.

2. A motion to approve the expenditure report and payroll report for the current period.

Old Business:

1. Council Request - A motion to approve a Resolution authorizing a contract with Montgomery County Animal Control for animal control services.

New Business:

1. Discussion with Possible Action - Discussion on re-opening E. Park Place as a public roadway in front of the former Madison Park Elementary School.

- A motion to re-open E. Park Place as a public roadway in front of the former Madison Park Elementary School, located at 800 N. Chestnut Street.

2. Fire - Josh Hughes - A motion to approve a resolution authorizing a Service Level Agreement with Brycer LLC for the Compliance Engine tracking of annual fire system and extinguisher inspections.

3. Building & Zoning - Ray Kellenberger - A motion to approve a resolution accepting a Preliminary Plan for Wildflower Subdivision, including a variance to Section 150: Appendix A of the Municipal Code to allow for a 20’ rear yard setback for lots 34-45.

4. Tourism - Kassidy Paine - A motion to approve the Litchfield Museum & Route 66 Welcome Center’s request for hotel-motel tax funds in the amount of $10,000 on May 1, 2025 for marketing and advertising.

5. Tourism - Kassidy Paine - A motion to award a bid for a three-year contract for fireworks to Spectrum Pyrotechnics for an amount not to exceed $24,200 per year.

6. Building & Grounds - Sara Zumwalt - A motion to award a bid for a three-year contract for mowing services to Precision Mowing for an amount not to exceed $172,000 per year for select City property and $40 per lot per cut for select City-owned vacant residential lots.

7. Lake - Robbin Huffman - A motion to reject all bids for signage at the Lake Lou Yaeger Recreational Area.

8. Lake - Robbin Huffman - A motion to waive bids and accept a proposal from Warning Lites for signage at the Lake Lou Yaeger Recreational Area for an amount not to exceed $12,980.82.

Executive Session:

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees....” (5 ILCS 120/2(2)(c)(1)

2. “Discussion of minutes of meeting lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06.” (5ILCS 120/2(2)(C)(21)

New Business:

1. A motion to approve the Executive Session minutes from the March 6, 2025 meeting.
