Macoupin County Board Finance Committee met March 4.

Here are the minutes provided by the committee:

Members Present: Jon Payne, Ross Adden, John Blank, Mark Dragovich, Gordon Heuer, and Bernie Kiel

Members Absent: Todd Armour

Officials and Department Heads Present: Jordan Garrison, Lori Sanson, Pete Duncan, and Tom Denby

1. Call to Order

1.1 Roll Call

There were six members present, with Adden remote, and one member absent.

2. Agenda Items

2.1 FY 24-25 Midyear Budget Review

Duncan walked through some hand outs for the midyear budget review.

Overall, with the sheet they had been using taking out one time revenue, the county is just shy of receipting 50% for the fiscal year and it just about $58,000 what was receipted at this point last fiscal year.

Looking at total revenue and expenses, the county has brought in $382,000 more than it has spent. Compared to the same point last fiscal year, the County had brought in $5833,987 more than it had spent. That means expenses are up $400,000 compared to the same point last fiscal year but revenue is down $700,000.

Duncan also passed out a very early projected for revenue in FY 25-26. Overall, the revenue projected for this fiscal year was $10,084,363. Using the same monthly averages, revenue for next fiscal year is projected to be $9,852,492. That is a decrease of $231,871. While some projections would probably increase, it is unlikely that there would be a significant increase in new revenue when it comes time to prepare the budget.

Duncan also reminded the committee he had said before that the state let them know that there had been a miscalculation in the personal property replacement tax but did not have a number on what the new amounts would be just less when the budget was prepared. Based on the numbers they provided in the fall and what had been receipted, it looked like those numbers would be about $60,000 than they had projected and would be less going forward.

2.2 Health Insurance Renewal Search

Payne said that after last year's renewal, he wanted to try and get an earlier start to see what other options are available. They would hopefully put it out for bid and then see what options are available. There was a discussion about trying to get the renewal to a calendar year which might mean a 15 month renewal.

2.3 Adding Treasurer as Second Signer on All Accounts Currently Not Handled by Clerk & Treasurer

Payne said after discussing it with the full Board, there was some concern about having the Treasurer as a second signer on some accounts. Garrison said he thought it might end up just being busy work since no bank would honor a second signer policy. Garrison said he would check with US Bank and see if they would.

Motion to recommend to the full Board pending the State's Attorney checking with US Bank on if they would honor a second signer policy.
