City of Centralia City Council met March 10.

Here are the minutes provided by the council:

The City Council for Centralia, Illinois met on Monday March 10, 2025, in the Council Chambers at Centralia City Hall. Mayor Kuder called the meeting to order at 6:00 p.m.

ROLL CALL

Present: Mayor Kuder, Council Member Castellari, Council Member Fontanez, and Council Member Allen Absent: Council Member Jackson

Staff Members Present: Andrew Thomson, City Attorney; Galen Mahle, City Manager; Chief Christopher Locke, Police Department; Jeremy Henderson, Finance Director; Gayla Harting, Community Development Director; Chief Jeff Day, Fire Department; Bill Agee, Treasurer; and Kim Enke, Assistant City Manager/City Clerk

PRAYER & PLEDGE OF ALLEGIANCE

Mayor Kuder led the Pledge of Allegiance and Council Member Fontanez led the prayer.

AMENDMENTS AND/OR ADDITIONS TO AGENDA

None

PUBLIC PARTICIPATION

Mayor Kuder and the City Council recognized Charles Gierten for 10 years of service.

CONSENT AGENDA

A Motion was made by Council Member Fontanez and seconded by Council Member Allen to Approve Items 1-4 of the Consent Agenda.

1. Approval Of The Minutes Of The February 24, 2025 City Council Meeting

2. Approval Of Payrolls And Vouchers In The Amount Of $ 781,882.53

3. An Ordinance Approving The Closure And Use Of Streets And Sidewalks And Waiving The Application Of Chapter 11, Section 11-160 Of The Centralia Municipal Code For A Kolorful Strokes Event On July 20, 2025

4. An Ordinance Approving The Closure And Use Of Streets And Sidewalks And Waiving The Application Of Chapter 11, Section 11-160 Of The Centralia Municipal Code For A Rail Coffee Room Event On October 18, 2025

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

REPORTS AND COMMUNICATIONS

BIDS

Mayor Kuder stated that this approval is for the replacement of a boat dock at Raccoon Lake that is for the boat ramp area. He noted that this dock being purchased is similar to the dock that is on the west side of Point Park. He also noted that the existing dock will be refurbished and reused at Centralia Lake. A Motion was made by Council Member Castellari and seconded by Council Member Fontanez to Approve The Bid From G & H Marine For A Dock at Raccoon Lake In The Amount of $42,250.00.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

UNFINISHED BUSINESS

Mayor Kuder explained that this agreement between the municipalities for water service that is being proposed was tabled previously. City Manager Mahle stated that this agreement will extend the current contracts that were set to expire and allow for approval of the loan for the project that Junction City is preparing to complete. A Motion was made by Council Member Allen and seconded by Council Member Fontanez to Approve A Resolution Approving a Water Sales Agreement Addendum between the City of Centralia and the Village of Junction City In Conjunction With An Intergovernmental Agreement Between Hoffman Rural Water District and the Village of Junction City.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

REPORTS

City Clerk Enke reported that the equipment and items that were declared surplus and sold through sealed bids brought a total of $27,448.00 for 11 of the items.

City Manager Mahle reported that the job openings have been posted to accept resumes for the Recreation Coordinator and also for the Economic Development Director position. He noted that the youth recreation league registration is also underway. He also encouraged residents to support the high school’s National Honor Society’s food drive.

Council Member Fontanez discussed the numerous events that are coming up in the community as the weather begins to change. He also encouraged residents to attend the upcoming spring musical performance at Centralia High School.

Council Member Allen discussed her recent speaking engagement at the BPW equal pay day rally. She discussed the event and her appreciation of the organization in the community.

Mayor Kuder congratulated the CHS Orphan basketball team for their season ending 29-5 record. He also encouraged residents to attend a local author event at the Centralia Public Library on March 15th.

A motion was made to adjourn the meeting.

A majority of the Council voting aye, the motion carried, and the meeting was adjourned at 6:09 p.m. .
