Macoupin County Board Road and Bridge Committee met April 2.

Here are the minutes provided by the committee:

Members Present: Bernie Kiel, Gordon Heuer, Ross Adden, Todd Armour, Leann Barr, Molly Rosentreter, and Tony Wiggins

Members Absent:

Officials and Department Heads Present: Tom Reinhart and Frericks

1. Call to Order

1.1 Roll Call

There were 7 members present.

2. Audit Bills

2.1 Review and Recommend monthly claims

Claims 14597 through 14634 totaling $ 98,258.41 were read and the following motion made:

Motion made to approve the claims and recommend payment by the full board.

5. New Business

5.1 Power-to-Act resolution to award contracts from the County’s April 3rd MFT Oil Letting

A resolution giving the Road and Bridge Committee Chairman Power-to-Act to accept the low bids and award contracts from the April 3, 2025 County Motor Fuel Tax Oil and Patch letting was considered.

Motion to recommend to the full Board

7. Discussion

7.1 Barnett Road

East County Line Road from Route 108 to Barnett Road in Shaws Point Township was discussed. This one mile of road is under the jurisdiction of Shaws Point Road District and is on the county line.  The road experiences a high percentage of truck traffic due to its proximity to Barnett Elevator and is in constant need of repair.  The committee discussed possible ways to aid Shaws Point Road District to pursue improvements and funding assistance.  A jurisdictional transfer of a portion of the road to Zanesville Township was discussed as a possibility.

7.2 County Subdivision Ordinance

The Committee discussed the updating of the county’s subdivision ordinance. Assistant States Attorney Kyle Frericks had reviewed ordinance and offered many helpful suggestions including revoking all previous ordinances and the modification of the minor subdivision regulations.  He also pointed out a couple of the areas of the ordinance that allows the county to control subdivision layout.  Ways to streamline and update the subdivision approval process were also discussed.   Subdivision officer Aaron Coe was invited to the meeting but was not present.

7.3 Lotus Wind Update

Reinhart reported that APEX is progressing with culvert installations and shoulder widening.  Soil-cement stabilization of the roads is expected to begin next week weather permitting.

7.4 ARPA Update

Reinhart reported County Clerk Duncan has indicated that reimbursing the ARPA funds for the preliminary engineering on the bridges then using those funds to pay for the last tandem truck will not be allowed.
