Steve McClure introduced SB0289 in the Illinois Senate on Jan. 24, 2025, during the general assembly session 104, according to the Illinois General Assembly.

According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Amends the Criminal Code of 2012. Provides that a person commits disorderly conduct when he or she knowingly transmits or causes to be transmitted in any manner a threat of destruction of a child care institution or day care center building or property, or a threat of violence, death, or bodily harm directed against persons at a child care institution or day care center, a child care institution or day care center function, or a child care institution or day care center event, whether or not the child care institution or day care center is in session. Provides that a violation is a Class 4 felony. Effective immediately."

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill amends the Criminal Code of Illinois to define disorderly conduct as including the transmission of threats against child care institutions or day care centers. Specifically, it criminalizes threats of destruction or violence, death, or bodily harm directed against such facilities, whether the institution is in session or not. The violation of this provision is classified as a Class 4 felony. The bill mandates reimbursement for any reasonable emergency response costs incurred by public agencies, up to $10,000, unless the convicted individual is deemed indigent. The bill is effective immediately upon becoming law.

Steve McClure has proposed another seven bills since the beginning of the 104th session.

McClure graduated from Arizona State University in 2006 with a BA and again in 2011 from Valparaiso University School of Law with a JD.

Steve McClure is currently serving in the Illinois State Senate, representing the state's 54th Senate District. He replaced previous state senator Sam McCann in 2023.

Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
