Macoupin County Board Public Safety Committee met May 6.
Here are the minutes provided by the committee:
Members Present: Aaron Stayton, Mark Dragovich, Leann Barr, Ross Adden, Jim Ibberson, and Harry Starr
Members Absent: Jon Payne
Officials and Department Heads Present: Emily Gerl and Pete Duncan
1. Call to Order
1.1 Roll Call
There were 6 members present and 1 member absent.
2. Agenda Items
2.1 Animal Control Budget Review
Stayton said that the Animal Control had used just over 50% of the budget which felt like they were in a good spot. Gerl said that she was having issues with scanning using the copier to emails. She had a quote from Tom Day for 80 dollars a month for a new scanner for 60 months. This is about a 20 dollar a month increase over the current service. There was also a discussion about funding for the department.
2.2 Animal Control Dart Gun Purchase
Stayton said Gerl found that in the ordinance it already allows for the department to own a dart gun. She had a copy of a chemical immobilization policy that the county could consider. Stayton suggested having the State's Attorney review and then change the ordinance before the purchase is made.
2.3 Update on Rabies Tags
Stayton had a draft of a letter to send to vet offices, breeders, boarding facilities to try and make sure they have tags available and are properly reporting and sending in fees. Gerl was to send the letter to hopefully get better compliance.
2.4 Changes to Public Safety Committee
Stayton said he would be stepping down as Chair due to a promotion with his full time job that would require a lot more travel overseas. He didn't feel it was fair to the county or the committee for him to try and juggle both. He had spoken with Chairman Schmidt and spoken with Barr, and Barr was interested in the position.
Motion to recommend Barr as Chair of Public Safety.

2.5 Update from Emily Gerl
Gerl had some questions about possible changes to personnel and hours worked, but the committee wanted to wait until the labor attorney could weigh in on the possible items discussed.
2.6 Update on 911 Board Meeting
Ibberson said they elected new officers at the last meeting. Bridges was elected the new President and Robinson was elected the new Vice President. At the next meeting, they would start working on employment contracts.
2.7 Potential Need to Update Animal Control Ordinance Stayton said he had reviewed the ordinance and found some areas he thought could be clarified and a few things that might redefined. He would send out some notes as well the current ordinance for the committee to review.
2.8 Agreement for Transfer of Ownership of K-9 Deputy Canine
Stayton said this would allow Roger Diveley to take ownership of the K9 unit who needs to retire from the Sheriff's department.
Motion to recommend the agreement to the full Board. Moved by: Harry Starr
