Macoupin County Board General Administrative Committee met May 8.
Here are the minutes provided by the committee:
Members Present: Bernie Kiel, Aaron Stayton, Ross Adden, Leann Barr, Jim Ibberson, and Tony Wiggins
Members Absent: John Trevino
Officials and Department Heads Present: Jordan Garrison, Christy Blank, Pete Duncan, and Derrek Tiburzi
1. Call to Order
1.1 Roll Call
There were 6 members present and 1 member absent.
2. Agenda Items
2.1 Approve Draft Agenda for Full Board Meeting

2.3 2025 Consolidated Post-Election Report
Duncan handed out copies of the 2025 Consolidated Post-Election Report and walked through some of the statistics of the past Election. He discussed that while turnout is always significantly higher in Presidential Elections when our votes matter much less to the overall results, this is the third Consolidated Election where there was a tie and a coin flip so one more vote could have made all of the difference.
2.4 Derelict Properties And What Options There Are to Handle Them and What Other Counties Are Doing
Based off of the guest at last month's meeting, the committee discussed what if any steps could be taken to deal with nuisance properties in unincorporated parts of Macoupin County. There is currently no nuisance ordinance on the books and the county has no zoning which limits what the county can do. Public Health does go out if there is raw sewage reported, but otherwise they have nothing with teeth to use to enforce anything. There was a discussion about if the county were to start trying to tear down derelict properties in unincorporated parts of Macoupin, that would be a significant financial commitment. There would still be the question of having the personnel in place to handle these issues. If the county were to get serious about handling this issue, it would require more funding, adopting a zoning ordinance, hiring a zoning office staff, and then the issues could be taken care of.
