City of Litchfield City Council met May 15.

Here are the minutes provided by the council:

The Lewistown City Council met in regular session in the council chambers. Mayor Cindy Goddard called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

ROLL CALL: PRESENT: Alderperson Sally Clark, Jim Long, Brad Ward, Kendall Miller, David Levingston, John Spotloe and Mayor Doug Lafary. Also present: City Treasurer Debby Brown, Administrative Assistant Natalie Nelson, Public Works Director Evinn Palmer, Police Chief Chris Ford and City Attorney Nathan Collins.

DECLARATION OF QUORUM by Mayor Cindy Goddard

CLERKS REPORT/MINUTES: Cindy Goddard. Natalie Nelson taking minutes as admin. Assistant.

Alderperson Clark made a motion to approve the minutes of April 22, 2025, second by Alderperson Ward, the motion carried all ayes.

Report- Nothing to report.

TREASURER'S REPORT: Debbie Brown. Nothing at this time.

ATTORNEY'S REPORT; Attorney Nathan Collins. Nothing at this time.

ENGINEER'S REPORT: Keith Plavec. No Engineer present.

PUBLIC COMMENTS AND PETITIONS: None

COMMITTEE REPORTS:

Finance/Insurance/Zoning - Alderperson Clark: Nothing at this time.

Sewer - Alderperson Spotloe: Nothing to report.

Streets & Allies - Alderperson Levingston: Nothing to report.

Police/ESDA – Alderperson Ward: Nothing at this time.

Water- Alderperson Miller: Nothing at this time.

Utilities/Publications - Alderperson Long: Nothing at this time.

Public Buildings & Grounds - Alderperson Long: Nothing at this time.

Tourism - Alderman Miller: Music in the park was going to be starting June 5th and to thank Jen Hebb for doing the food truck.

Tax Increment Financing - Alderperson Spotloe: Later in meeting.

Citizens Committee - Amanda Sutphen not present.

Christmas Committee - Kenny Haacke not present.

Economic Development Committee Erin Ahart not present.

WORKS DIRECTOR'S REPORT - Evinn Palmer Director nothing at this time.

UNFINISHED BUSINESS: N/A

MOTION TO ADJOURN SINE DIE- Alderperson Levingston made a motion to adjourn sine die, second by Alderperson Clark, the motion carried all ayes.

MAYOR CINDY GODDARD GIVES OATH OF OFFICE TO: Treasurer, Debbie Brown; Alderperson, Sally Clark; and Alderperson, Kendall Miller; Alderperson, John Spotloe.

Roll Call: Alderperson Sally Clark, Long, Ward, Miller, Levingston, Spotloe and Mayor Cindy Goddard

PUBLIC COMMETS AND PETITIONS: Billy Ward stated that the house next door to him needed something done to it. Jeff Abernathy complained about the property next to him burning things at all hours.

NEW BUSINESS:

1. Discuss/Act Upon review of the new website-tabled at this time

2. Discuss/Act Upon Lewistown Fire Department TIF application- not in TIF district

3. Discuss/Act Upon Jen Hebb's TIF application- Discussed what her plans with the building was. She did not have all of her bids at that time. Council waiting on the current TIF balance at this time. It was tabled at this time

APPOINTMENT OF CITY CLERK- Natalie Nelson, takes oath of office

APPOINTMENT OF DEPARTMENT HEADS/ EMPLOYEES:

1. Public Works Director- Evinn Palmer

2. Chief of Police- Chris Ford

3. Administrative Assistant- Natalie Nelson

APPOINTMENT OF ILLINOIS MUNICIPAL RETIERMENT FUND AUTHORIZED AGENT- Natalie Nelson

PRESENTATION OF BILLS:

Alderperson Miller made a motion to approve all bills properly endorsed; Seconded by Alderperson Clark roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session

ADJOURNMENT:

Alderperson Clark made a motion to adjourn at 6:58 p.m.; Seconded by Alderperson Long motion carried all ayes.
