Lee Ross, 7th Judicial Circuit | Macoupin County
Macoupin County Board Finance Committee met May 22.
Here are the minutes provided by the committee:
1. Call to Order
1.1 Roll Call
There were 5 members present and 2 members absent.
2. Agenda Items
2.1 Amber McGartland – Treasurer -
McGartland discussed her budget request. Overall she wasn't making any major changes. She had put in for 4% increases on salaries and the longevity bump for Julie Spencer. She had also signed a contract for the printing and mailing of the tax bill that should save money, which she was moving to postage since postage is going up 75% in July and she does have certified mailings to send out. She also had lowered systems programing since it had been higher the year before
2.2 Aaron Bishop - Emergency 911 -
Bishop discussed his budget request that had been approved by his Board. There were few changes. Salaries were adjusted up and he reminded the committee that they had an agreement with the county to do Emergency Management. Benefits also went up as did the amount E911 pays to the Sheriff for dispatching agreement.
2.3 John Bresnan - Supervisor of Assessments –
Bresnan discussed his budget request. He was also making an adjustment on postage due to the increase from the post office. He also had an adjustment for a longevity raise for Karen Wilder and was requesting a raise for himself to bring his raise more in line with the rest. He also discussed the GIS Fund and the need to build that fund up to pay for future flights for the GIS system. The total costs of those flights is about $175,000 and is very necessary.
2.4 Anthony Kravanya –
Kravanya discussed his budget. He had budgeted for his 3% raise. He also had a significant increase for medical exams. This pays for autopsies, lab pathologists, x rays, lab fees etc. He ahd taken what had been spent so far this year and added 3% raise on top of that. It is always hard to determine how many autopsies are performed each year as it all depends on the situation that the death occurs.
2.5 Pete Duncan - County Clerk –
Duncan discussed his budget request. Overall, he had a .2% increase in the general fund which represented the 2% raise on his base salary. In County Clerk budget, the only change was salary increase. Elections was the same overall but many line items changed as this current fiscal year had 2 elections and the next would only have 1 so instead of spending as much on judges salaries he was purchasing supplies that would work over the next two fiscal years. Voting Center and Copy Room are remaining the same. His special funds Recorder Microfilm and Vital Records Automation were also remaining the same.

Motion by Kiel, seconded by Armour to adjourn at 6:19 pm. All in favor. Motion carried.
