Macoupin County Board Road and Bridge Committee met June 4.

2.1 Review and Recommend monthly claims
Claims 1057 through 1090 totaling $ 106,720.03 were read and the following motion made:

3. Resolutions
3.1 Resolution to Appropriate County Engineer’s Salary from the Motor Fuel Tax (MFT) Fund for a period beginning January 1, 2025 through December 31, 2025
The MFT resolution for the County Engineer’s salary for 2025 was discussed. This resolution is required to use motor fuel tax to pay the County Engineer’s salary. The resolution is also a requirement of the County Engineers Salary Program (CESP). The resolution would appropriate the County Engineer’s salary from the Motor Fuel Tax Fund for a period beginning January 1, 2025 through December 31, 2025 in the amount $140,300 and transfer $70,150 of the County’s Federal Surface Transportation Funds to the State in exchange for an equal amount State (MFT) Funds. (Section 25-CS117-00-AC)

3.2 Local Agency Appropriation Resolution for Construction of Hagaman Road Bridge
The Committee considered a resolution appropriating local matching funds necessary for the County’s estimated share of the construction cost for the Hagaman Road bridge project. (Section 21-00107-00-BR). The total project estimate for construction and construction engineering is $ 2,060,000. Federal LBFP funds will pay $2,028,000. The County will be responsible for the remainder of the cost or $ 32,000 from local funds. The resolution appropriates the necessary local matching funds.

5. New Business
5.1 Preliminary Engineering Services Agreement Supplement #2 with WHKS for Hagaman Road Bridge over Solomon Creek
A Supplemental Preliminary Engineering Agreement with WHKS of Springfield for replacement of the bridge carrying Hagaman Road over Solomon Creek, (Structure 059-3037) was considered. The amended agreement amount was $108,421.46. The supplemental agreement is for $ 35,524.98. It covers work not considered in the original agreement including changes in wetland impacted areas, changes in Corp of Engineers requirements outside the original scope, and additional coordination for environmental permitting.

The Joint Funding Agreement for Federally Funded Construction for the Hagaman Road Bridge (Section 21-00107-00-BR) was presented. The agreement sets the division of cost for construction and methods of payment.

7. Discussion
7.1 Nonunion salaries
Reinhart asked about raises for the nonunion employees of the Highway Department. Salary adjustments have not been discussed during the union negotiation period. The Committee agreed to refer this subject to the Finance Committee for guidance.
Reinhart also asked how the new union salaries were determined. He has not been able to calculate the new salaries using the given raises, the previous salaries and the new longevity ladder. He was directed to contact the County’s labor attorney.
Rosentreter asked about the status of the former ARPA bridge jobs. All the plans are complete and the right-of-way has been acquired. The Moore Cemetery Road Bridge will be let this summer. The Linwood Road Bridge has been determined to be a historic structure and
Reinhart is going through the required process to be able to remove the bridge. The Boy Scout Road Bridge has been submitted for a IDOT grant to cover the local share cost.
